- TITLE: Pharma Intelligence User License Agreement This is a non-competitive combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 75N95020Q00036 and the solicitation is issued as a request for quotes (RFQ). This acquisition is for a commercial supply and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08, dated August 13, 2020. The associated NAICS code is 511120 and the Small Business size standard is 1,000 employees. This requirement is non-competitive and is not set aside. DESCRIPTION The Biomedical Advanced Research and Development Authority, Department of Health and Human Services seeks to obtain license agreements for four products offered by Informa Business Intelligence, Inc.: (1) Pharmaprojects, (2) Pink Sheet Online Only, (3) Trial Predict, and (4) Trial Trove.� All four license agreements will allow for 15 seats/users to access the products and include a term of September 1, 2020 through August 31, 2021. EVALUATION AND AWARD The period of performance is twelve months from the date of award. The anticipated award date is August 28, 2020. The Government plans to award a purchase order resulting from this solicitation. The resulting award will be made to the responsible offeror whose offer will be most advantageous to the Government, price and other factors considered. The factors listed below shall be used to evaluate quotations.� Technical Capability Price SUBMISSION INSTRUCTIONS All responses to this RFP must be received by 12:00pm Eastern Time on Friday, August 28, 2020 and must reference the solicitation number cited above. Responses must be submitted via email to Jeffrey Schmidt at Jeffrey.Schmid2@hhs.gov. This is an RFQ. This request does not commit the Government to pay any costs incurred in the preparation of the submission of quotes or to contract for supplies or service. Supplies are of domestic origin unless otherwise indicated by offeror. Any representations and/or certifications attached to this RFQ must be completed by the offeror. Responses to this RFQ�must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service. Responses must also include the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
