- Description
- The Federal Aviation Administration has a requirement to replace an existing Building Automation System (BAS) that is located at the William J. Hughes Technical Center (WJHTC), Atlantic City, NJ in the Federal Air Marshal Complex. The original building control systems are not compatible with existing base-wide building control systems. Presently, all BAS at the WJHTC communicate to the WJHTC Central Utility Plant through Andover Continuum, which is a complete proprietary automation system including controllers, control devices, and software originally manufactured by Andover Controls and since purchased by Schneider Electric. While other manufacturers of automation systems exist, they each have their own software, controllers, and control devices, which don�t tie-in to the FAA�s existing systems without requiring a complete overhaul of the existing system. Currently, the BAS supports the WJHTC�s HVAC systems, emergency generators, computer room air conditioners, boilers, chillers, laboratories and water plant fire pumps, which all play a critical role in ensuring continuity of services campus-wide. Due to the proprietary nature of the system overall, only those authorized service providers/dealers can procure equipment and service the Andover Continuum automation system. Each dealer is required to maintain training and certification requirements in addition to keeping a full inventory of equipment to support servicing clients in each territory. As such, Tri-M Group LLC is an authorized dealer/service provider for Schneider Electric and is the only dealer/service provider for the territory in which the William J Hughes Technical Center falls under.� A single source contract will be issued to Tri-M Group, LLC.� This requirement is not available for competition.
