Description
Combined Synopsis/Solicitation for Machine Piling on the Newport and Sullivan Lake Ranger Districts� The Colville National Forest has a requirement for machine slash piling services on the Newport and Sullivan Lake Ranger Districts.� Both Districts are located in Pend Oreille County, Washington State (located in NE portion of Washington State.). The expected result of this contract is to reduce, mechanically alter, or mechanically pile fuel loadings from; 1) slash created by pre-commercially thinned units, 2) natural build-up of woody debris on the forest floor, and 3) hazardous live fuels (ladder fuels). The result of activities performed under this contract would produce areas where a wildfire (should it occur) may be contained quickly, provide greater safety for firefighters, and produce less damage to natural resources.� The Contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to machine pile slash in a manner for optimal future Forest Service burning.� The Contractor must perform work as defined in this Performance Work Statement and in accordance with all applicable federal, state and local regulations and laws.� The Contractor must provide all Personal Protective Equipment (PPE) for personnel.� The equipment used to perform this work must meet safety standards and shall be in good mechanical condition. The award of this contract will result in a Firm Fixed Price, Performance-Based Service contract.� The contract is set up with a base item and optional items.� There is a total of approximately 85.5 acres of piling work to be completed if all option items are awarded.� Prices will be quoted by the acre and lump sum for mobilization / demobilization.� The Contractor will be paid for actual work ordered, performed and accepted by the Government.� This project will be advertised as a written request for quotes (RFQ). The solicitation will be issue on August 27, 2020. �The solicitation will be posted electronically at this Contract Opportunity site when it issues. �No hard copies of the solicitation or amendments will be mailed.� The actual due date will be listed in the solicitation.� � Award will be made to the quote which is determined to be the best value to the Government.� The project is a 100 percent set-aside for small business concerns.� The NAICS code is 115310 and size standard is $20.5 million.� All responsible sources may submit a quote which will be considered.� An electronic copy of the solicitation will be posted at the site on the issue date.�
