- Description
- The 56th Contracting Squadron, Luke AFB, Arizona is conducting market research to determine the existence of interested small business sources capable of providing all labor, materials, equipment, and personnel necessary to design, manage and accomplish an Indefinite Delivery-Indefinite Quantity (IDIQ) Contract for Maintenance and Repair (M&R) services. Projects will be in support of real property maintenance, repair and alteration construction requirements. The M&R contract will include multiple construction trades at Luke AFB, Arizona as well as its geographically separate units: Gila Bend Air Field, and Fort Tuthill recreation area. The jobs will include tasks in a variety of trades including, but not limited to: carpentry, excavation, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, welding, HVAC, asbestos removal, mold remediation, etc. This is not a Request for Proposal, but instead a market research method to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. THE GOVERNMENT IS UNDER NO OBLIGATION TO ISSUE A SOLICITATION AS A RESULT OF THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. Particularly, the purpose of this NOTICE is to gain knowledge of market conditions and identify potential small business sources to include small businesses in the following socio-economic categories: Small Business, Certified 8(a), Certified HUB Zone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) having the skills, capabilities, and bonding necessary to self-perform the described project. Project Description The work may include, but is not limited to, the following: All design and construction IAW Air Force Corporate Facilities Standards, Luke AFB Installation Facility Standards, and Unified Facilities Criteria (UFC) in addition to other requirements to meet current code. The Task Orders (TO) issues on this contract will be bulk funded TOs and issued on a quarterly basis. Specific projects/work will be issued via work orders, as needed. All work shall be accomplished in accordance with contract documents and most recent Federal and State regulations. Prices will primarily be based on an established Bid Schedule and RS Means. The magnitude of the anticipated projects are valued between $2,000 to $350,000 with the majority expected to be small between $2,000 to $50,000. The anticipated aggregate not-to-exceed amount for all contracts issued under the M&R IDIQ contract is $10 million or five years (five year ordering period), whichever comes first. The NAICS Code is 236220, the size standard is $39.5 million, and the Federal Supply Code is Z1JZ, Maintenance of Miscellaneous buildings. The planned minimum ordering amount will be $2K and the maximum-ordering limit will be $1M. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. Capability Statement/ Market Research Questionnaire The attached Capability Statement/Market Research Questionnaire, was designed to apprise the 56th Contracting Squadron, Luke AFB, AZ, of any prospective construction contractors' project execution capabilities and the current market conditions that could impact the M&R contract. Capability statements and questionnaires are due no later than 2:00 PM MST on Friday, 11 September 2020. The capabilities will be evaluated solely for the purpose of determining whether to set-aside for the small business community or to conduct the procurement under full and open competition. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the 56th Contracting Squadron in tailoring requirements to be consistent with industry capabilities.
