Description

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to negotiate a sole source contract with Green Eyes LLC, to procure the total nitrogen and total phosphorus (TNTP) NuLAB nutrient monitors. Three field deployable instruments for automated analyses of total nitrogen and total phosphorus (TNTP) in natural waters are needed to meet the requirements of the USDA/USGS Innovative Phosphorus Control project which mandates ""Three innovative in situ water quality sensors designed to detect concentrations of ortho-P, total P and total N will be installed at existing water quality monitoring sites: the USGS gauge stations located to stream flow on the Tuckahoe Creek (USGS 01491500), the Upper Choptank (USGS 01491000) reaches with the Choptank River watershed, and a gage outlet for the long-term experimental watershed being monitored by the Pasture Systems and Watershed Management Lab located at Penn State University. Periodic grab samples will be taken over a 24-month period to test the accuracy of the in situ colorimetric measurement of ortho-P, total P and total N. These analyses will be performed at the USDA-ARS Pasture Systems and Watershed Management Unit, University Park PA.""� THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS.� Authority for this sole source procurement is under 41 U.S.C. 3304(a)(1) as implemented in FAR 6.302-1(a)(2), one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the supplies/services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
