- FBO - Special Notice 12760420Q0163 Class Code: R NAICS: 541512 � Computer Systems Design Services THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO TECHNOSLYVA FOR UPDATING THE ""Fire Weather Alert System Mobile Application"" AS STATED BELOW. This notice publishes the Government's intent to purchase Custom Software Programming Services under the authority of FAR Subpart 13.106(b) Soliciting from a Single Source. The anticipated period of performance is from 10/01/2020 through 09/30/2021. The Forest Service (FS) Fire and Aviation Management Information Technology Support (FAMIM Branch requires software development Services to upgrade and maintain the WindNinja and Fire Weather Alert System mobile applications provided by the Missoula Fire Sciences Laboratory for support in wildland fire applications. The Forest Service is not considering the purchase or custom development of new software to replace WindNinja and Fire Weather Alert System mobile applications.� Responses offering to replace WindNinja and Fire Weather Alert System mobile applications with a different software package or create custom software as a replacement will not be considered. WindNinja Mobile and the FWAS are related, but separate mobile applications developed by the MSFL and published through the CIO Mobile Computing Program. WindNinja Mobile is a field-friendly mobile interface to the WindNinja Desktop computer program (also developed by the MFSL). WindNinja Desktop is a stand-alone computer program that uses computational fluid dynamics to simulate the thermal and mechanical effects of the terrain on winds. The model simulates flow features such as channeling in valleys, speed up over ridges, and recirculation behind terrain obstacles, which are features that are not typically captured in larger-scale forecasts provided by the National Weather Service. WindNinja Desktop has been used to support wildland fire applications both in the U.S. and abroad for over 15 years. The mobile application was developed to extend the use of WindNinja to field-going personnel who do not have convenient access to laptop or desktop computers. Version 2.0 of WindNinja Mobile was published in the Google Play and iOS app stores in June 2020 via the CIO Mobile Computing Group. This contract is for maintenance and client-side upgrades further increase ease of use for field-going personnel. � The FWAS is a mobile application that assembles fire weather data from a variety of web sources, processes those data, and notifies users when forecast or observed weather data exceeds user set thresholds. The FWAS was prototyped as a web application and is in the process of being converted into a mobile application.� A beta versions of the FWAS was developed in 2019. This contract will continue development of the client-side and server-side FWAS application. The Forest Service is aware of no other individual or organization, other than Technosylva, that can meet this requirement.� However, any individual or organization who believes that it is capable of providing an equivalent service to update this specific software shall e-mail a capability statement to kay.steffey@usda.gov no later than 10:00 a.m. on September 7, 2020. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
