Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), Agency for Toxic Substances and Disease Registry (ATSDR) hereby announces its intent to award a sole source contract to Texas A&M University, Inc., 400 Harvey Mitchell Pky. S., Ste. 300, College Station, TX 77845-4375 for the acquisition of services for the project titled: "" GRASP ATSDR/CDC Geocoding Tool."" The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 54171- Research and Development in the Physical, Engineering, and Life Sciences. The period of performance for this procurement is 2 years. The purpose of this procurement is to provide a software tool to be administered by GRASP to offer geocoding services for a large number of diverse datasets with a high degree of accuracy and a standard process to ATSDR and CDC. GRASP will work with awardee to establish required functionality of software, security protocols and connections, inputs and outputs, statistical logs, and customer support. Once implemented the geocoding services will need to be updated at a minimum yearly basis with new geo data and new functionality. The need for the geocoding services will be ongoing as new records are generated. During the execution of GRASP mapping, geospatial analysis, and systems integration projects, it is of critical importance to determine the location of cases, controls, accident sites, hospitals, clinics, shelters, environmental sampling equipment, hazardous waste sites, schools, and local/state/federal public health facilities. Often, available data for the above-mentioned critical features includes a street address but not a latitude-longitude location. Without a latitude-longitude location, these features are impossible to map and integrate with the various types of analyses that GRASP employs to protect and promote the health of the citizens of the nation. A process called ""gecoding"" facilitates the conversion of street address data to latitude-longitude locations that are suitable for mapping. Different geocoders employ different algorithms to match addresses, with different degrees of precision and accuracy. The software proposed in this procurement will enable GRASP to provide additional solutions to ensure the best possible geocoding method for different use cases. During the product evaluation process, GRASP developed the following geocoding software comparison table. The table enabled GRASP staff to track GRASP geocoding needs against the characteristics of products provided by a number of vendors. The description listed under D.2 is full and complete. There are no other system characteristics or product features that were considered. Texas A&M geocoding software is the only software that meets the government requirement. No other vendor is able to meet the Government's requirements. Texas A&M University (TAMU) is the sole reseller of this product. As a result of this synopsis, no competitive solicitation will be posted. We will only issue a solicitation to Texas A & M University. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, no later than 9:00am eastern standard time on September 2, 2020. Reference solicitation number RFQ #75D301-20-Q-72587 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
