Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to YouGov America, Inc., 999 Main Street, Ste. 101, Redwood City, CA 94063 for the acquisition of services for the project titled: "" Assessment of hurricane-preparedness among the general public during the COVID-19 pandemic."" The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 541910, Marketing Research and Public Opinion Polling. The period of performance for this procurement is 1 month. The purpose of this procurement is to (i) assess planning needs to implement emergency hurricane shelters in light of the COVID-19 pandemic, and (ii) document the information needs of the general public that impacts their access and use of these shelters during the COVID-19 pandemic. CDC provides critical information to the general public on preparedness and safety measures in then event of a hurricane and the information collected through the survey will help provide updated guidance in response to the COVID-19 pandemic. Market research was conducted to find a vendor with the capabilities to complete this requirement. There is a paucity of information about how individuals perceive the benefits and risks of using emergency shelters during hurricanes, which is particularly important during the pandemic. We will like to conduct a survey among the population most affected and at-risk due to hurricanes, particularly those along the Atlantic and Gulf coast. We want the respondents of the survey to be representative of the population along the coastal counties. Since the sampling frame needs to be customized to particular regions of the country, the �Sampling Matching� methodology used by YouGov can uniquely ensure that a representative sample of respondents will be selected from the at-risk population. Given the time-sensitivity of the information in light of hurricane response during the pandemic, only YouGov will be able to implement the survey immediately to provide the relevant information needed. We conducted a search across the internet as well as consulted with colleagues within CDC. The YouGov option was the only alternative to reach the appropriate population in the parts of the country most likely to be affected by the hurricanes. There is also an �urgency� to get the information as soon as possible to inform public health preparedness efforts in making hurricane shelters as safe and accessible as possible. YouGov will be able to launch the survey right now so CDC has the information available as soon as possible. No other vendor is able to meet the Government's requirements. As a result of this synopsis, no competitive solicitation will be posted. We will only issue a solicitation to YouGOv America, Inc. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, no later than 9:00am eastern standard time on September 2, 2020. Reference solicitation number RFQ #75D301-20-Q-72583 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
