Description
OVERVIEW: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-NIAID-2031836 and it is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2020-07 and effective 08/31/2020. The North American Industry Classification System (NAICS) code for this procurement is 334516, ANALYTICAL LABORATORY INSTRUMENT, with a small business size standard of 1000 employees. This requirement IS NOT SET-ASIDE for small business. BRAND NAME OR EQUAL: NIAID requests responses from qualified sources capable of providing the requirements as outlined. To be considered for award, vendors of �equal� products, including �equal� products of the brand-name manufacturer, must meet the criteria listed in the attached brand name specifications / salient characteristics. If providing an equal product(s), please supply descriptive data for evaluation purposes to determine the validity of how it is an EQUAL. 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as �brand name or equal,� the purchase description reflects the characteristics and level of quality that will satisfy the Government�s needs. The salient physical, functional, or performance characteristics that �equal� products must meet are specified in the solicitation. (b) To be considered for award, offers of �equal� products, including �equal� products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate �equal� products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an �equal� product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) STATEMENT OF NEED Quantity: 1,�Hamamatsu�NanoZoomer S60 Brightfield Slide scanning system,�Part #:�C13210-01-BF-KIT Quantity: 1,�Installation of HT Brightfield system. Includes up to 4 hours of training,�Part #:�BF-KIT See attachment for minimum required specifications/salient characteristics. Place of Delivery: Clinical Center, 10 Center Drive, Bethesda, MD 20814 FOB: Destination Delivery Schedule: 60 days after award Anticipated Award Date: 9/25/2020 All responsible sources may submit a quotation, which shall be considered by the agency. INSTRUCTIONS: All quotes shall include: price(s) (unit price, extended price, total price); documentation demonstrating vendor is either the manufacturer or authorized distributor/reseller of the product(s); point of contact: name, phone number & email; DUNS # and Cage Code, and Country of Origin information. Each response must clearly indicate the capability of the vendor to meet all specifications and requirements. The Government may evaluate only those quotes that fully meet the requirements as outlined and respond to the solicitation instructions and requirements. Failure to furnish a full and complete quote as instructed may result in the Vendor�s response being considered non-responsive and will therefore be eliminated from further consideration and award. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (www.sam.gov). [Note: Lack of registration in the SAM will make a vendor ineligible for award]. Submission shall be received not later than September 14, 2020 at 12:00pm EST Quote must be submitted via email to the Contract Specialist, Christine Illanes at Christine.illanes@nih.gov or 240-627-3379. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f) (Jun 2020). All or part of the successful vendor�s quote may be incorporated in any contract resulting from this solicitation. The successful vendor�s quote may be incorporated by reference. EVALUATION: The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. Award will be made on a lowest-priced technically acceptable basis considering the following three factors: technical, past performance, and price. NIAID will first evaluate vendors� prices, and then evaluate the apparent lowest-priced quote for acceptability under the technical and past performance factors. If the lowest-price vendor is evaluated as unacceptable, NIAID will then consider the acceptability of the next lowest-price vendor, continuing this process as necessary.
