SOURCES SOUGHT In accordance with FAR Clause 52.215-3, entitled Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: The Naval Information Warfare Center (NIWC) Pacific in San Diego, CA is seeking responsible sources that can perform non-commercial services for academic research and analysis for the solution of problems associated with dynamics of systems in which several nonlinear elements are coupled together in arrays and are subject to weak signals in noisy environments. Specific focuses of this research and development (R&D) requirement shall be on the coupled dynamics of the nonlinear oscillators, synchronization of the network, characterization of the rise time, phase noise and signal reconstruction for the pattern recognition. This requirement is in support of R&D of project SPADE-V / RIDER. The following attachments further outline the requirement and list the desired technical experience. 1. Attachment 003 CDRLs (End of provision) The North American Industry Classification System (NAICS) code applicable to this acquisition is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and the Standard Size is 1,000 employees. Interested, responsible business concerns capable of meeting these requirements are invited to submit a capabilities statement (not to exceed ten pages) that demonstrates their capability to provide such supplies. The capability statement must also include the following information: 1. Include company name, address, CAGE code, small business status (8A, small, small disadvantaged, women- owned, HUBZone, veteran-owned, or service-disabled veteran-owned), and point of contact (POC) information for the interested firm. Please respond no later than 8 SEP 2020 at 5:00 PM PST to eric.loia@navy.mil; 619- 553-9103. Other general information: NIWC anticipates conducting an acquisition pursuant to FAR Part 13, and awarding a firm-fixed price (FFP) type contract. The anticipated period of performance is 30 SEP 2020 � 29 SEP 2021. The anticipated place of performance will be San Diego, CA. IF A SOLICITATION IS ISSUED AT A LATER DATE, all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.
