- Description
- This Request for Information is prepared in accordance with DFARS PGI 6.302-1 sources sought requirements. This proposed bridge contract is being processed on a sole source basis.� The North American Industry Classification System (NAICS) Code for this acquisition is 541330.� The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to Award a Cost-Plus-Award-Fee (CPAF), and Cost Reimbursement (CR) bridge contract on a sole source basis to PAE Applied Technologies, LLC (hereafter referred to as �PAE�), at 6500 West Freeway, Suite 400, Fort Worth, Texas 76116-2118. The bridge contract will be a modification against the current Atlantic Undersea Test and Evaluation Center (AUTEC) Contract (N66604-05-C-1277).� The modification will provide continuity for the operation and maintenance of AUTEC.� Contract N66604-05-C-1277 was awarded on 28 January 2005 with current period of performance end date of 30 September 2019. �This current period of performance will be extended through 23 February 2021. The proposed contract action is for services for which the Government intends to negotiate with one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2).� FAR 6.302-1(a)(2) states �when supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.�� PAE, is the only company that has the capability to accomplish the critical and immediate schedule for continuity of AUTEC�s mission to avoid the negative impacts of a lapse in coverage. The Government anticipates no changes from the current contract in the type of tasking or scope.� Due to the breadth and complexity of the work and remote location, it would be cost and schedule prohibitive for any contractor other than the incumbent to ensure continuity of operations at AUTEC.� As such, the bridge contract with PAE is necessary to ensure continued support of AUTEC.� The places of performance are at Andros Island, Commonwealth of the Bahamas and West Palm Beach, FL. The bridge contract action is expected to be awarded no later than 30 September 2020. This is not a request for competitive proposals.� All responsible sources may submit a capability statement, which will be considered by the Government.� A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
