- Department of Veterans Affairs Central Alabama Veterans Health Care System (CAVHCS) Sources Sought Notice Pest Management Services This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought (please include your company DUNS Number on your submission). CAVHCS is seeking a qualified vendor to provide Pest Management Services. The general service and standards of services shall be of quality; meeting or exceeding those outlined in the General Requirements section below. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: SPECIFICATIONS: The contractor shall conform to all federal, state , and local regulations governing examining and licensing of pest control, use of approved pest control chemicals and equipment, and proper disposal methods for all products/containers, which may be in effect for the areas where the work under the contract will be performed. A. A cockroach program which is proven with an Integrated Pest Management (IPM) technology that Emphasizes minimal use of pesticides. If cockroaches are present, the Vendor will discreetly apply the necessary bait, residual, contact and Dust insecticides into cracks and voids where cockroaches may hide. B. The services will focus on target areas listed under sanitation and structural inspections monthly or as needed. C. All insecticides applications will be recorded in the customer service Report. D. To intercept and control rodents before they enter the facility the Vendor will install and maintain exterior bait stations and will document placement of the rodent equipment by diagram. Vendor will service these Bait stations monthly. E. The vendor will place and maintain interior wind-up traps and equipment diagrams, and service these traps monthly; in addition, traps and glue Boards will be used as needed and placed discreetly. F. Rodent diagram will be included in the customer service logbook. G. All bait stations will be locked and secured at all times. All traps and Bait stations will be dated during the time of service and as a part of the preventive rodent program and identified in the logbook. H. The contractor will provide us with an exterior and interior fly Program utilizing nonreflecting insect light traps, which includes A preventive maintenance plan. I. The contractor will provide us with a ground force ant program for Interior and exterior to intercept and control ants before they enter The facility. The vendor will perform the necessary granular and residual insecticides applications during regular monthly services. J. Insecticides will be applied monthly or as needed around doorways And other entry points, and granular and dust will be discreetly applied As needed. Contractors Integrated Pest Management (IPM) plan requires but is not limited to the following tasks: A. Inspect to determine pest management measures are appropriate and Required. B. Recommend and communicate to the COR environmental sanitation practices that restrict or eliminate food, water or harborage for pests and recommend engineering practices that limit entry of pests. C. Selection and utilization of non-chemical control methods, Which eliminate, exclude or repel pest s (i.e., insect electrocution Devices, traps, caulking, air screens, etc.) D. Collection and disposal of all pests E. Selection and use of the most environmentally sound pesticide(s) to affect control when chemical control and treatment methods are necessary. F. Control and treat general structural arthropod pests (i.e., cockroaches, ants carpet beetles, spiders, carpenter ants, carpenter bees, etc.). G. Control and treat flying insect pests (i.e., housefly, stable fly, blow flies, etc.). H. Control and treat predatory pests (i.e., lice, bedbugs, fleas, mites, ticks, bees, wasps, mosquitoes, scorpions, etc.). I. Control and treat stored product pests (i.e., saw tooth grain beetle, red confused flour beetle, Trogoderma beetles, grain moths etc.) J. Control and treat mice and rats (i.e., house mouse, field mouse, roof rat, Norway rats, etc.) K. Control and treat pest and birds (i.e., pigeons, sparrows, blackbirds, etc.) L. Control and treat other vertebrate pests (i.e., dogs, cats, bats, squirrels, gophers, moles, skunks, snakes, rabbits, raccoons, etc.) M. Control and treat wood destroying organisms (i.e., subterranean termites, dry Wood termites, fungi, wood boring beetles, etc.). N. Control and treat aquatic pests (i.e., mosquito larva/pupae, algae etc.)
