Description

NOTICE OF INTENT TO SOLE SOURCE HS0021-16-C-0008 �Please see below for details surrounding the Government�s intent to award a sole-source contract to Novetta, Inc. (Novetta).� The objective of this effort is to support the Defense Counterintelligence and Security Agency (DCSA) Defense Insider Threat Management and Analysis Center (DITMAC) office in building a system to allow the DITMAC to achieve its critical mission as defined by Office of the Under Secretary of Defense for Intelligence and Security (OUSDI&S). The DITMAC mission is to enable information sharing, collaboration, analysis, and risk mitigation across all Department of Defense (DoD) Components to address the current and emerging threats insiders pose to DoD personnel, assets, and information. DoD Components will report insider threat reporting to the DITMAC via the DITMAC System of Systems (DSoS), which correlates this information with additional data sources and historical data to which individual DoD Components may not have access. The DSoS is a capability that will be developed to serve as an information repository for the Department�s Insider Threat data, as well as enable DITMAC analysts to process large disparate sources into a cogent insider threat case, enabling their analysis, reporting and follow up. The DSoS will support risk assessments, refer recommendations for action, synchronize responses, and oversee resolution of identified issues on threats. Moreover, the DSoS design will support the technical development of risk thresholds and standards for actions and compile results to evaluate those actions on threats. �This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation information required by Federal Acquisition Regulation (FAR) 5.201(a) (6) Synopsis of Proposed Contract Actions. The purpose of this action is to inform the industry of DCSA�s intent to sole-source a contracting action with Novetta. DCSA anticipates releasing a solicitation directly to Novetta in September 2020. Award is anticipated on or around September 25, 2020. �DCSA anticipates that the solicitation will result in a modification to contract number HS0021-16-C-0008, which will include an increase in the overall ceiling of the contract with a one year period of performance and additional follow-on work. The Sole Source Justification will be posted to the Government Point of Entry (GPE) www.beta.sam.gov post-award. The NAICS code is 541512 � Computer Systems Design Services with a small business size standard of $27.5 million. The PSC assigned to this requirement is D302 � IT and Telecom � System Development. The DCSA intends to solicit and negotiate with only one source under the authority FAR found at 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements.� DCSA has an existing contract with Novetta in order to further develop the DOD�s first truly quantitative and qualitative analytic overview of insider threat related risk trends, which will significantly inform future decision-making. This action will allow the contractor to address sustaining the current operational system that supports the DITMAC mission. ��As such, contract number HS0021-16-C-0008 will be extended through 25 September 2021. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.
