Description
NASA/Goddard Space Flight Center (GSFC) plans to award a sole source modification to award a six-month extension and increase the maximum ordering value to the Earth Observing System Data and Information System (EOSDIS) Evolution and Development 2 (EED2) contract. �This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, NNG15HZ39C, with Raytheon Company. The scope of work under this contract requires the contractor to support development, maintenance, and operations of EOSDIS, including several Distributed Active Archive Centers (DAACs), and to continuously improve reliability, availability, functionality, operability, and performance of hardware and software systems within the EOSDIS while reducing operational and maintenance costs. It also includes transitioning significant portions of EOSDIS to the commercial cloud. These services are in support to NASA Goddard Space Flight Center (GSFC).� Under EED-2, NASA made large strides to study, prototype, develop, and operate key EOSDIS infrastructure components in the commercial cloud, including the core DAAC functions of data ingest, archive, and distribution to Earth science researchers and the general public.� The current contract expires on February 28, 2021 and it is necessary to issue this six-month extension and increase the maximum ordering value in order to allow for continued performance while the follow-on procurement is being worked. The Draft Request for Proposal (DRFP) for the EED-3 procurement was released on June 3, 2020. NASA GSFC intends to issue the modification on a sole source basis to Raytheon Company in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.��� The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m., Eastern Standard Time, on September 17, 2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
