Description

The Naval Air Systems Command (NAVAIR) Air Combat Electronics Program (PMA 209) intends to negotiate and award a Basic Ordering Agreement (BOA) with Honeywell International, Inc., 1750 W Rose Garden Ln, Phoenix, AZ 85027, covering an anticipated ordering timeframe of February 2021 through January 2025. The resultant BOA will provide sustainment support for the Advanced Mission Computer and Display (AMC&D) Team�s Advanced Multi-Purpose Displays (AMPD) and Advanced Multi-Purpose Color Displays (AMPCD). Support efforts are anticipated to include, but are not limited to: (1) Concept exploration, design and feasibility studies in support of new applications for the displays or redesigns for obsolescence; (2) Hardware design development, integration, documentation, and pre-production fabrication; (3) Reliability, maintainability, and logistics engineering; (4) Program management, systems integration and oversight; (5) Logistics and repair support, including EMD repairs and obsolescence management; and (6) General scientific and engineering investigations/studies. As the sole designer, developer, and manufacturer of the Advanced Mission Computer and Displays, Honeywell is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, �Only One Responsible Source,� and no other supplies or services will satisfy agency requirements. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
