- SOURCES SOUGHT NOTICE The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey and is seeking potential sources for fuel for boilers. This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided. Responses shall be submitted to jacqueline.obryan@va.gov by 3:00pm MST on Friday, September 4th, 2020. This notice is intended strictly for market research. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified sources of supply and determine the socioeconomic size classification of the supplier and manufacturer of the end item. STATEMENT OF WORK SUMMARY Boiler Four Fuel Services for the Sheridan VA Medical Center, Sheridan, Wyoming SECTION 1 General Information: General: This is a non-personnel services contract to provide fuel for the backup boiler number four. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the services as defined in this Statement Work. The contractor shall perform to the standards in this contract. Background: The Sheridan VA Medical Center has boilers to produce steam for various purposes on station including heat and domestic hot water. The VA has a requirement to provide a backup boiler, and a backup fuel source. The backup boiler number four provides this for the Sheridan VA. Objective: The objective of this service contract will be to maintain the fuel level in the backup boiler number four fuel tank. SECTION 2 Scope: Contractor shall maintain the 6,000 gallon fuel tank level serving boiler number four. Frequency of measuring fuel level will depend on boiler usage and outdoor temperature. Contractor shall verify fuel level approximately every two days or at a minimum of once a month. During normal operation contractor shall deliver approximately 1000 gallons of number one dyed diesel fuel per month to maintain fuel tank level full. During emergency situations the contractor shall be prepared to deliver approximately 5,000 gallons of fuel every two to four days to fill the tank. This will include possible deliveries on Monday, Tuesday, Wednesday, Thursday, Friday, Saturday, and Sunday. The price of fuel shall be the commercial daily fuel price for dyed number one diesel. Fuel price shall include delivery fees, and labor for checking fuel level as required to maintain fuel level in the boiler four 6,000 fuel tank.
