- THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. MEADOW JUMPING MOUSE RESEARCH. The U.S. Fish and Wildlife Service (FWS), Joint Administrative Operations, Acquisition Goods and Services Operations in coordination with the FWS New Mexico Ecological Services Field Office and Arizona Ecological Services Field Office, hereby provides notice of its intent to award a Sole Source, firm fixed price contract to Northern Arizona University, DUNS# 806345542, Flagstaff, Arizona. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared under the authority of FAR 6.302-1. The contract will be for Northern Arizona University (NAU) to provide research effort investigating hibernacula and day nest characteristics and the role of hormones and glucocorticoids in identifying breeding and hibernation cues in the New Mexico meadow jumping mouse (jumping mouse). This research project will be an extension of an ongoing investigation at NAU into the ecology, habitat needs, movement and physiology of this species. NAICS code: 541620, Environmental Consulting Services (SBA Size Standard $15.0 Million). Description: NAU research biologists have been conducting research on New Mexico meadow jumping mice for over ten years and have ongoing research project in Arizona that has been radio-tagging jumping mice and tracking their movement and habitat use via radio-telemetry in Arizona and New Mexico. This research study will provide FWS with critical biological information on the specific habitat conditions these jumping mice are utilizing during their active season and for habitat conditions of their winter hibernacula. The results of this contract will aid FWS in eventually recovering this species and removing it from the list of federally listed species. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than September 11, 2020, 12:00 Noon, MT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be in writing and are to be sent via email to the point of contact specified in this notice. The Government will not be responsible for any cost incurred in preparation of quotations. All interested parties may submit a response for consideration via email to Lisa Rodriguez, Contract Specialist, email: lisa_rodriguez@fws.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. If no responses are received, within 7 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
