Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The United States Agency for Global Media (USAGM), Office of Contracts (OMS/C) located in Washington, D.C. intends to negotiate and award a non-competitive Indefinite Delivery Indefinite Quantity (IDIQ) contract to Plasma Control Technologies, located in San Jose, CA. The anticipated contract term will consist of one 12-month base year with a one-year option period.� The base year period will be from September 25, 2020 through September 24, 2021. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 3304(a), which is implemented in FAR Subpart 6.302-1 as follows: ""When the supplies or services required by the agency are available from only one responsible source or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements, full and open competition need to be provided for."" The Office of Contracts (CON) at the USAGM, plans to make an award to Plasma Control Technologies on a sole-source basis for High Power Capacitors. Plasma Control Technologies is the only known source able to provide these high capacity vacuum capacitors. Interested firms must submit a written response that demonstrates their ability to provide the High Power Capacitors listed in ""Attachment A"". Interested firms must state how they would comply with the Government's requirements to include appropriate supporting documentation. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to the attention of Jacqueline Gray, Contract Specialist, via e-mail at jgray@usagm.gov with copy to Tisa Harvin, Contracting Officer at tharvin@usagm.gov. Telephone or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capability and pertinent experience will be accepted by the USAGM. Any questions regarding this Notice of Intent shall be in writing and submitted to the Contract Specialist via e-mail. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. All writing expressions of interest shall specifically reference this Notice by its title and date of publication. This notice is not a RFQ, RFP, or an IFB.
