Description
The Federal Republic of Germany intends to implement International Competitive Bidding (ICB) for the restoration of a minimum cover pipeline located in the munipalities of F�rfeld-Pfungstadt in the state of Rhineland�-Palatinate.� In order to bid on the project, U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO ICB, and 3) be issued a Declaration of Eligibilty (DOE) by the U.S. Government.�� The Department of Commerce will be using the reference ICB-2PL05473-0 and all correspondence in the relation to the project should refer to this reference.� SUMMARY OF REQUIREMENT Creation of the minimum cover for the 10"" pipeline in Fiirfeld-Pfungstadt by lowering the pipeline in three sections between Fiirfeld and Ginsheim.� The lowering is to be executed over a length of approximately 3.4 km. The project involves the following: - Explosive ordnance clearance - Preparation of the construction site - Uncovering the pipeline areas to be laid deeper respectively changed - Stoppage of fuel supply - Complete emptying and if necessary cleaning of the capillary - Pre-stretching and welding of the pipeline - Performance of weldseam and pressure tests - Separation and removal of the individual sections of the fuel line from the pipe trench - Deepening of the pipeline trench - Lowering of the new supply line and connection to the pipeline - Certification on the newly laid pipeline sections by an expert - Backfilling of the pipeline trench and restoration of the ground surface - Production of pipe flow measuring points - Intensive search of possible faults Although it is planned to place contracts covering works/services as a whole, the tender call may provide for a subdivision into separate lots. Subcontractors must be located in a NATO member country. The contracting authority will ask for proof of suitability requirements. These are required to be submitted along with two completed questionnaires. Non completion or insufficient completion of the questionnaires may result in exclusion from the tendering procedure. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. firm must be approved for participation in NATO ICB.� U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application.� The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments.� If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a DOE for the project.� The Department of Commerce will transmit the DOE to the NATO contracting entity.� IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by 21 September 2020 The German contracting entity forwards bid documents to approved bidders (planned): 29 October 2020 Bid Closing (estimated): 29 January 2021 Contract Award (estimated): 30 March 2021 Period of Performance (approximate): November 2021 - October 2023
