This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and the RFQ number is SP330020Q5038. � This notice incorporates provisions and clauses in effect through: REGULATION IDENTIFICATION EFFECTIVE DATE Federal Acquisition Circular (FAC) 2020-06 05 June 2020 Defense Federal Acquisition Regulation Supplement DFARS Publication Notice (DPN) 20200605 05 June 2020 Defense Logistics Acquisition Directive (DLAD) Current to Revision 5 through PROCLTR 2020-13 25 June 2020 The complete text of any of the clauses and provisions are available at the following websites: FAR: ���� ��https://www.ecfr.gov (Reference Title 48) DFARS: � https://www.acq.osd.mil/dpap/dars/dfarspgi/current DLAD: ��http://www.dla.mil/HQ/Acquisition/Offers/DLAD.aspx This Request for Quotation (RFQ) is being issued to establish a Firm-Fixed Price (FFP) Purchase Order to replace, provide and install and make operational a heat treat oven located north of Warehouse 22 at DLA Distribution San Joaquin, CA. �The Government intends to award one Purchase Order as a result of this RFQ and will be issued on a Standard Form (SF) 1449.� This acquisition is not a Defense Priorities and Allocations System (DPAS) rated procurement. � This RFQ is 100% set-aside for small business concerns in accordance with FAR 52.219-6. The resulting contract will be a firm fixed-price contract. � The North American Industry Classification System (NAICS) code for this project is 333994 and the size standard is 500 employees. The Product or Service Code (PSC) for this acquisition is 4430. � DELIVERY: �Project Schedule and Time Constraints Schedule and Completion of Work ALL UNIT PRICES SHALL BE QUOTED AS FOB DESTINATION PRICING. The contractor is required to prosecute the work diligently and complete the entire work, ready for use no later than 150 calendar days after award. Chrisman Rd Tracy, CA 95304 Preconstruction Meeting Prior to the initiation of on-site work, a meeting will be scheduled/conducted with the contractor, and Depot PM/ to discuss matters of mutual interest concerning the task order. General conditions, work schedule, security, safety, permits, and other matters pertinent to work accomplishments will be discussed in this meeting. SYSTEM FOR AWARD MANAGEMENT (SAM): A prospective awardee shall be registered in the System for Award management (SAM) database by the quotation submission date, during performance and through final payment of any contract resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the SAM website at http://www.sam.gov. The order number must appear on the exterior of the shipment. Failure to follow these instructions will hold up payment to you and could result in the return of merchandise at your expense. � PROOF OF DELIVERY: Acceptable Proof of Delivery documents include: Shipping Documentation; Materials Inspection and Receiving Report� (DD250), Bill of Lading, Packing List, Tracking/Delivery Confirmation or Invoice. To ensure prompt payment to your company, the Proof of Deliveries must include the following: � CONTRACT NUMBER or ORIGINAL DOCUMENT NUMBER � DELIVERY ORDER NUMBER (as applicable) � CLIN /MATERIAL NUMBER � SPECIFIC QUANTITY SHIPPED IN REFERENCE TO QUANTITY ORDERED � PRINTED FULL NAME AND WRITTEN SIGNATURE OF A GOVERNMENT EMPLOYEE � SITE VISIT TIME AND LOCATION Due to security measures currently in place, a REAL ID is required. Visitors/vendors who do not possess REAL ID must present two forms of photo identifications to obtain security clearance to DLA Distribution San Joaquin CA (DDJC), Tracy Site. � New procedures for security access require all visitors and vendors to go to the DBIDS website: http://dbids.dmdc.mil and complete the online pre-registration. After your information is submitted in the system, a confirmation code will be provided at the last page. Copy this confirmation code, completely fill in the rest of the information in the attached spreadsheet (entitled Visitor-Contractor Pre-Enrollment) and email it to the designated Government sponsor or Contracting Officer Representative (COR) at least three (3) business days (excluding weekends) prior to scheduled arrival. DLA Distribution San Joaquin CA (DDJC) Security office must run a background security check on the visitor's driver license. � Visitors/vendors shall send the information in an email to pearl.foster@dla.mil. Visitors/vendors must check in at the Pass and ID Office located in Building 29A. All visitors/vendors are required to wear safety shoes when visiting the job site location. The gate entrance is located at the Valpico Road and South Chrisman Road intersection. The military installation address is: 25600 S. Chrisman Road, Tracy, CA 95304. � We will meet in the parking lot for Pass & ID north of Building 29, on 27 August, at 8:00 AM Pacific and then walk to the site. POC for the site visit is Pearl Foster at 209-839-4022. � Note: Site Visit attendees will be disqualified from access, pending the following criteria. 1. The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support. 2. The installation is unable to verify the individual's claimed identity, citizenship, immigration status, or Social Security Number (SSN). 3. There is a reasonable basis to believe the individual has submitted fraudulent information concerning his or her identity. 4. There is a reasonable basis to believe the individual will attempt to gain unauthorized access to classified documents, information protected by the Privacy Act, information that is proprietary in nature, or other sensitive or protected information. 5. There is a reasonable basis to believe the individual will unlawfully or inappropriately use an access credential outside the workplace. 6. There is a reasonable basis to believe based on an individual's criminal or dishonest history, that issuance of an access credential poses an unacceptable risk to the installation/mission. 7. The individual has been charged, titled or convicted for espionage, sabotage, treason, terrorism, or murder. 8. The individual has been charged, titled or convicted of a firearms or explosive violation within the past ten years. 9. The individual has been charged, titled or convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell or drug distribution. 10. There is a reasonable basis to believe, based on the individual's material, intentional false statement, deception, or fraud in connection with Federal or contract employment, that issuance of an access credential poses an unacceptable risk to the installation/mission. 11. There is a reasonable basis to believe, based on the nature or duration of the individual's alcohol abuse without evidence of substantial rehabilitation, that issuance of an access credential poses an unacceptable risk to the installation/mission. 12. There is a reasonable basis to believe, based on the nature or duration of the individual's illegal use of narcotics, drugs, or other controlled substances without evidence of substantial rehabilitation, that issuance of an access credential poses an unacceptable risk to the installation/mission. 13. The individual has been charged, titled, or convicted of illegal possession or use of drugs/narcotics within five (5) years from the date access to DLA Distribution Depot San Joaquin is requested. 14. The individual is charged, titled, or has been convicted of an offense involving drug trafficking, possession with intent to sell or drug distribution within 10 years from the date access to DLA Defense Distribution Depot San Joaquin is requested. 15. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force. 16. The individual�s name appears on any Federal or State agency�s watch list or hit list for criminal behavior or terrorist activity (follow originating agency�s handling instructions). 17. The individual has been charged, titled, or convicted of a felony involving violence against a person; arson, robbery or burglary within five (5) years from the date access to DLA Defense Distribution Depot San Joaquin is requested. 18.
