SPECIAL NOTICE - SINGLE SOURCE The U.S. Department of Commerce, NOAA/OAR/ARL/ATDD, plans to solicit and negotiate on a sole source basis, in accordance with FAR 6.302-1, with Acclima Inc. to provide ACCLIMA TDR Single-ended Sensor 15cm Rod Length Low Power 10m Cable - part number ACC-TDR-315L (Qty 175), shipping � NEW ITEMS ONLY, NO REFURBISHMENTS ACCEPTED.� Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive proposals.� However, all proposals received before the due date will be considered by the Government.� A determination by the Government not to complete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Evidence must be provided of the ability to provide the required service.� The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� A contract will be issued in accordance with the simplified acquisition procedures authorized in FAR Part 13.� The associated FSC for this is 6660, and the associated NAICS CODE: 335999� Size Standard:� 500 employees. All proposals are required to be received in the contracting office no later than 9:00 am, EST, on Tuesday, September 8, 2020.� Reference Request for Quotation (RFQ) Number NRMAC100-20-01331 in your quotation.� All proposals must be submitted via electronic means (e-mail) to Barbara.Shifflett@noaa.gov.� The anticipated award date is on or around September 11, 2020.� Questions pertaining to this special notice must be submitted in writing to Barbara Shifflett, Contracting Officer, (Barbara.Shifflett@noaa.gov) �THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES.� IT IS THE CONTRACTOR'S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT.� CAM 1352.215-72 Inquiries (APR 2010) OFFERORS MUST SUBMIT ALL QUESTIONS CONCERNING THIS SOLICITATION IN WRITING TO Barbara.Shifflett@noaa.gov.� QUESTIONS SHOULD BE RECEIVED NO LATER THAN 9:00 am EST on Tuesday September 8, 2020.� Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.� (End of clause) �(VII) Offers will be evaluated solely on price.� The Government intends to award a firm fixed-price purchase order on an all or none basis with payment terms of Net 30.� (A) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) (VIII)� FAR 52.212-2, EVALUATION � COMMERCIAL ITEMS (OCT 2014), applies to this acquisition.� Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers.� All factors have the same value. Paragraph (a) is hereby completed as follows: Evaluation will be based on� 1)� � � � Technically Acceptable, brand name items only, quote must provide separately listed items per the requirements�� 2)� � � � Price The Government intends to award a low priced, technically acceptable, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.� (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
