- This procurement is a 100 percent Small Business Set-Aside conducted in accordance with Federal Acquisition Regulation (FAR) part 12 and FAR part 15 with a small business size standard of $15M annual sales under NAICS Code 541690. The U.S. Trade and Development Agency (USTDA) is a foreign assistance agency that delivers its program commitments through grants and contracts.� The projects supported by USTDA activities represent strong and measurable development priorities in the host country and offer opportunities for the sale of U.S. goods and services. Requests for USTDA assistance are made by either public or private sector project sponsors for implementation in developing and middle-income countries. The Global Procurement Initiative: Understanding Best Value (GPI) is designed to help public officials in emerging economies better understand the total cost of ownership for the purchase of goods and services related to infrastructure projects. Under the GPI, the United States Trade and Development Agency (USTDA) is sharing best practices on how to establish procurement systems that integrate life-cycle cost analysis (LCCA) and best-value determination in a fair and transparent manner in order to promote sustainable investments and level the playing field for greater competition in public tenders. USTDA is deploying new tools and integrating with the full range of healthcare providers to support the application of U.S. technology for diagnosis, treatment and cures for the benefit of emerging market populations. This requirement is for a Healthcare/Medical Engineering Technical Specialist and non-personal services to support USTDA�s training programs for acquisition/procurement professionals in emerging economies under the GPI.� See attachment�for details.
