- Description
- The contract requirements include all labor, material, equipment, supervision and associated costs in accordance with the solicitation documents to construct a new pile supported pier, dolphins, floating camels, vessel maintenance facility, fuel facility, site improvements, utilities, laydown area, and incidental related work.� The work is located at Naval Base Kitsap, Bangor, Silverdale, Washington.� The base contract line item number (CLIN) 0001 is for the construction of the pier and associated work.� CLIN 0002 is an Option for the construction of a vessel maintenance facility and associated work.� Option CLIN 0002 will be made available to exercise at time of award in accordance with FAR 52.217-4 Evaluation of Options Exercised at Time of Contract Award (JUN 1988).� FAR 52.225-11 Buy American-Construction Materials under Trade Agreements is applicable.� One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. � The North American Industry Classification Standard (NAICS) is 237990 and the annual size standard is $39.5 million.� The Produce Service Code is Y1PZ. � The DFARS 236.204 Disclosure of the Magnitude of Construction is Between $25,000,000 and $100,000,000. The solicitation�s source selection procedure is the Best Value Trade-Off process as it is in the Government�s best interest to consider award to other than the lowest price offeror or other than the highest technically rated offeror. �The solicitation will be issued as unrestricted (full and open) competition and will result in the award of one contract to the responsible Offeror whose proposal, conforming to the solicitation, offers the best value to the Government.� The anticipated significant evaluation factors for award are: Price Factor 1 � Experience Factor 2 � Past Performance Factor 3 � Safety Factor 4 � Technical Solution Factor 5 �� Small Business Utilization �The Government intends to evaluate proposals and award without discussions. �Therefore, the offeror�s initial proposal should contain the offeror�s best terms.�
