Description
Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis with the University of California, Los Angeles, 924 Westwood Blvd, Ste. 400A, Los Angeles, CA, 90095-0001/UCLA Center for Cognitive Neuroscience, to obtain functional MRI services for the Greater LA Healthcare System. Services will be used in support of VA funded research study, Social Processing System in Veterans with Schizophrenia: Identifying Deficits in Activation (SONAR) . Services will be purchased for a four-year period (Base Year plus 3 Option Years). STATEMENT OF WORK 1. Title: Social Processing System in Veterans with Schizophrenia: Identifying Deficits in Activation (SONAR) 2. Purpose: MRI Scans 3. Background: UCLA CCN is the only facility with commercially available MRI scanner to offer state-of-the-art capabilities required for the study s highly demanding brain imaging studies. 4. Scope: CCN staff perform a daily long-term stability test is performed on the scanner to ensure that the scanner is within manufacturer specifications. MRI-certified full-time staff who are trained and equipped to provide: Custom MRI sequence development and implementation; Safety-second backup assistance during MRI scans; Technical assistance with software. 5. Period of Performance: Base year + three (3) Option Years Date of award through 09/2024 6. Place of Performance: UCLA Center for Cognitive Neuroscience (CCN) 760 Westwood Plaza Los Angeles, CA 90095. 7. Salient Needs and Characteristics of Facility and Equipment: Facility: A dedicated private room for screening, pre-testing, interviews. Electronics & Machine Shop facilities for fabrication of specialized devices required by the users, such as radio receiver coils, stimulation and response devices, holders and stabilizers for subjects. High security to protect data and patient confidentiality and safety Does not allow non-MRI safety trained personnel into scanning suites, rooms, or areas. Specially constructed magnetic shielding to provide necessary electromagnetic isolation of the MRI scanner Equipment: Research-dedicated 3.0 Tesla Siemens MAGNETOM Prisma Magnetic Resonance Imaging system. This Prisma model is the latest Siemens 3T product, developed based on the custom made Skyra system originally created for the Human Connectome Project. It is the only commercially available MRI scanner to offer a number of state-of-the-art capabilities required for highly demanding brain imaging studies. Relative to the earlier Trio system, it offers enhanced features such as: Improved Gradient performance 80 mT/m at a slewrate of 200 T/m/s simultaneously, on all three axes (double that of Trio 40mT/m) Ultra-high-performance cooling Force-compensated design for reduced vibrations Significantly increased SNR, unprecedented long-term stability and minimized acoustic noise Fully dynamic parallel transmit with TimTX TrueShape Selective excitation to highlight regions, organs, or even features of the brain Zoomed imaging with the parallel transmit application syngo ZOOMit Significantly higher resolution, reduced scan times and less artifacts. Tim 4G integrated receive architecture New Tim 4G RF system with 64 independent channels for faster imaging and higher SNR New Tim 4G coil technology with highest coil element density, Dual-Density Signal Transfer, DirectConnect, and SlideConnect technology Fully digital transmit and receive with DirectRF Real-time feedback loop for excellent long-term stability Unmatched 3T magnet Benchmark magnet homogeneity FoV 50x50x50 cm3 Advanced higher order shim B. 20, 32, & 64-channel head-coils for data acquisition C. High speed image reconstruction provided using a dedicated GPU computing system. D. In-the-moment head-motion monitoring during functional imaging scans provided using Framewise Integrated Real-time MRI Monitoring E. Multiple MR Phantoms for ongoing assessment of magnetic field homogeneity and stability F. Available peripherals shall include: Siemens headphone/speak system, Siemens physiological measurement system which includes pulse, respiration and EKG Resonance Technology Corporation (RTC) Visuastim digital system which includes goggles/headphone/controller unit, Optoacoustics noise canceling headphones and microphone, LCD projection system controlled via fiberoptic cabling, Avotech mini projector system, Current Design 4-button and 2-button response pad and a 32 channel electronic interface and power supply unit, BioPac MP150 for collecting physiological measures including skin conductance, respiration rate, and pulse rate/waveform. G. Encrypted server storage for long-term preservation of large volumes of neuroimaging data This procurement is being conducted in accordance with FAR 6.302-1(a)(2) (only one responsible source) because the Government believes that UCLA CCN, an affiliate of GLAHCS, is the only facility with a commercially available MRI scanner to offer state-of-the-art capabilities required for the study s highly demanding brain imaging studies and them uniquely qualified as the only contractor capable of providing this support. This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide these services must notify this Contract Specialist at millicent.covert@va.gov, NLT 11:59 AM EST, Friday, September 11, 2020. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contract Specialist will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
