Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY.� Program Executive Officer, Land Systems (PEO LS) Program Manager Ground Base Air Defense (GBAD) intends to enter into sole source negotiations and subsequently award an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract on a sole-source basis with Alliant Techsystems Operations LLC/Northrop Grumman Corp (hereafter referred to as ATO/NGC), 3309 N. Reseda Circle, Mesa, AZ 85215 for the procurement of up to 300 ATO/NGC XM914E1 30mm x 113mm Chain Guns (hereafter referred to as XM914E1), training, and associated engineering services. This effort is expected to be awarded in Fiscal Year 2021. ATO/NGC is the original equipment manufacturer of the XM914E1, which provides the direct fire defeat capability required by the 11 July 2019 Marine Requirement Oversight Council (MROC) approval of the GBAD Future Weapon System (FWS) Increment 1 MADIS Capability Development Document (CDD). The CDD directed the modernization of existing GBAD systems by integrating a mix of legacy and technologically mature capabilities onto newly delivered tactical vehicles, mitigating the risk of attacks for Unmanned Aerial Systems (UAS) and Fixed Wing/Rotary Wing (FW/RW) aircraft, while maintaining pace with maneuver forces. The XM914E1 is the only known and currently available solution that satisfies USMC requirements. The XM914E1 provides a readily available, non-developmental solution that can be integrated within the size, weight, and power parameters of the Remote Weapon Station (RWS) on the JLTV Heavy Guns Carrier (HGC), to include all electrical and mechanical interfaces. The XM914E1 is compatible with the MADIS Inc. 1 Command & Control (C2) software baseline and is capable of firing 30mm x 113mm caliber rounds, to include the self-destruct and proximity rounds. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements"". Unless stated herein, no additional information is available. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within fifteen calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent.
