- � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER The U. S. Department of Housing and Urban Development (HUD) intends to award a sole source order to McDash Analytics LLC. The authority permitting a sole source acquisition is FAR 13.501(a)(1)(ii): under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) or the authority of the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a) �� Sole Source (including brand name) Acquisitions. The Department of Housing and Urban Development and its FHA mortgage insurance and Ginnie Mae guarantee programs have made significant changes to address borrower and lender challenges brought on by the COVID 19 Pandemic.� The Department is in need of current real time information to monitor the incidence of mortgage market challenges and disruptions due to the COVID 19 Pandemic and to measure the impact and effectiveness of the Department�s policy actions.� This is a unique online tool that allows the user: Provide up to six cohort designs in one report that captures the state and nation level date for Geographical reporting that includes: Forbearance Delinquency FICO LTV FHA Break-Out VA Break-Out **Reports are near real-time data The data and research products will be used by HUD to monitor the incidence of mortgage market challenges and disruptions due to the COVID 19 Pandemic and to measure the impact and effectiveness of the Department�s policy actions. THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than September 11, 2020, 12:00 PM CT. Responses shall be submitted to Leroy.h.whites@hud.gov and Cathy.j.bakera@hud.gov . Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. 6. The subject line of the email shall state �Flash Custom Report� It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Black Knight Flash Custom Report mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
