- Statement of Work For Maintenance of Compressed Natural Gas Station OBJECTIVE: The objective of this contract is to provide services that are inclusive of all labor, materials, equipment, transportation and supervision necessary to provide maintenance on the Compressed Natural Gas Station at the Central Alabama Veterans Health Care System (CAVHCS) Tuskegee Campus. HOURS OF WORK: The hours of work shall take place during the normal business hours of 8:00 AM and 4:30 PM, Monday through Friday, Federal Holidays excluded. Request for weekend work must be submitted in writing. Inspections will require a prior five-day notification submitted to the Contract Officers Representative (COR) or government representative. Base Year requirement- shall reflect routine maintenance costs only In Option Year One-Contractor shall replace all Pressure Relief Devices (PRDs) to ensure station is code compliant. Pricing for option years one, two, three and four shall reflect routine maintenance costs and oil change. Only technicians certified to perform maintenance on Ingersoll-Rand Compressed Natural Gas compressor systems authorized to perform maintenance on station Compressed Natural Gas equipment. CONTRACTOR RESPONSIBILTY: I. ROUTINE FIELD MAINTENANCE SERVICES. Contractor will physically visit and inspect Customer s designated Natural Gas Fueling station installation(s) for the purpose of checking on the status of the station equipment and making necessary or appropriate adjustments to the equipment. A. Work to be Performed- The work to be performed during each visit will include the following services: Compressor/Dispenser/Card Reader Units 1. Check crankcase oil level and re-fill as necessary. 2. Check all pressure and on/off settings and adjust as appropriate. 3. Check control operations. 4. Check operation of indicator lights/enunciator and all safety shutdowns (quarterly) 5. Visual check of drive system: adjust or replace belts as required. 6. Drain inlet scrubber/vapor recovery tank and check recovery system for proper operation. 7. Drain inlet and discharge gas filters; check differential pressure gauge(s); inspect (every 6 months) and replace filter cartridges, as required. 8. Drain interstage condensate drains. 9. Check and adjust fill-hose reference pressures. 10. Check torque on compressor and driver mounting bolts. 11. Check for gas and oil leaks and repair, if necessary 12. Inspect for general condition of station and log findings. 13. Log fluid amounts added and drained 14. Log station operating conditions, including compressor hours, electric meter reading, gas meter reading, pressure, and temperature readings while running. 15. Check and clean intercooler tubing, after cooler, and radiators as required, if applicable. 16. Check and change air filter as required, if applicable. 17. Perform visual check of fill hoses and lubricate fill connectors. 18. Inspect storage cylinders, valves and fittings for leaks and check relief valves and vent lines for blockage. 19. Check date on fire extinguisher. 20. Other services that may be deemed by Contractor to be appropriate and agreed to by Customer. 21. Inspect/drain/replace coalescing filters from compression to dispenser. 22. Inspect/drain/replace coalescing filter inside dispenser. 23. Check/verify all indicator lights on dispenser. 24. Check/change cost of fuel display. 25. Inspect dispenser nozzles for tolerances. 26. Check for operation card reader display indicators and verify function of reader and manual override switch. 27. Check algorithm for code compliant delivery pressure. B. Frequency of Service Visits- The frequency of the routine service visits could vary according to the number of hours of compressor operation at the fueling station in accordance with Manufacture schedules. Until changed by customer service visits will be as follows: 1. All listed stations will be visited once a month. Contractor and Customer may agree at any time to amend this Agreement in writing, in order to provide for visits on a more or less frequent basis. PARTS AND CONSUMABLES Any parts or consumables (excluding parts covered by warranties) that are used are not included in the base price and will be billed separately. As part of the Agreement. Contractor will stock selected spare parts so that such spare parts will be immediately available for Customer if required. Parts are warranted from manufacturer for 12 months, beginning at date of compressor startup. Any maintenance not covered under this contract will require additional approval and the COR shall be notified in writing of required work. No additional work shall proceed without approval from the Chief of Engineering Service. I. PERIODIC FIELD SERVICE AND MAINTENANCE PERFORMED AS REQUIRED. Contractor will perform service and maintenance according to the recommended service schedule and guidelines provided by the manufacturers of the major components as follows: (Contractor will monitor and advise Customer of recommended service intervals as they approach, however, this work is not included in the Routine Field Maintenance Services provided in paragraph 1 and will not be performed without Customer approval). 1. Change compressor crankcase oil as per OEM requirements (after initial 200 hours, every 500 hours or 6 months whichever is first). 2. Check operation of low oil level switch (every 3,000 hours). 3. Check operation of crankcase heater (every fall and every 3,000 hours). 4. Inspect, clean, adjust or replace compressor valves, as required (every 500 hours). 5. Inspect, clean, adjust or replace 3rd & 4th stage piston rings, as required (every 3,000 hours). 6. Inspect, clean, adjust or replace 1st & 2nd stage piston rings, as required (every 8,000 hours). 7. Inspect, clean, adjust or replace relief valves and shaft seal, as required (every 3,000 hours, PRD s every 3 years). 8. Inspect, clean, adjust or replace piston rods, crankpin bushing, ball bearings and cylinders, as required (every 8,000 hours). 9. Inspect and replace gas dryer desiccant as required (every 6 months). II. MONITORING TO RESPOND TO CALLS FROM THE STATION LOCATION. Contractor will provide a placard for posting at the station indicating a telephone number providing 24 hours access by telephone to contract Contractor to obtain assistance as may be required. Customer will provide a 24/7 phone contact for emergency information for one contact operations person. III. EMERGENCY CALL-OUT AND REPAIR SERVICES. Contractor will be available on a 24 hours basis to provide emergency call-out repair service. Contractor will guarantee to initiate a response to such calls, if necessary within 2 hours of notice. Unless notified by a Customer s representative, Contractor will defer all service calls to normal business hours, provided such delays would not result in an unsafe condition, then Contractor will provide service at the site, if necessary, within four (4) hours of notice. A. Emergency Call-out and Repair Services. Contractor will provide a Service Event Record for any service required as a result of a fault condition at a station. The report will include the Service Report for the incident indicating the following: 1. Date and time of service incident. 2. Time and method of notice. 3. Compressor hours. 4. Cause for fault condition 5. Action taken to restore service, items repaired or replaced, including reason, service time incurred and cost for parts and service time 6. Whether fault condition caused interruption of station service, and if so, the duration of the interruption 7. Time service restored. 8. Other times as may be determined by Contractor or requested by Customer. IV. REPORTS TO CUSTOMER. Contractor will provide Customer with a monthly service report indicating current and cumulative service history for the station (beginning with the effective date of this Agreement). The reports will include, but not limited to, the following information: A. Routine Field Maintenance Services. The Service Technician s checklist (Schedule B ) indicating the following: 1. Date and time of service visit 2. Compressor hours. 3. Electric meter, gas meter, and pressure gauge readings. (Suction and interstage gas, crankcase, fill reference, and blow down tank pressures 4. Items checked, station operating condition and corrective action taken if applicable. 5. Parts replaced under warranty. 6. Parts replaced and not covered by warranty, including cost. 7. Consumable replaced, including cost. 8. Other items as may be determined by Contractor and Customer A. Periodic Field Service and Maintenance Performed as Required. The Service Technician s Service Report indicating the following: 1. Date and time of service visit. 2. Compressor hours 3. Items repaired or replaced, including reason, service time incurred and cost for parts and service time. 4. Other items as may be determined by Contractor. Frequency of service visits The vendor shall provide the above services once per month.
