- Description
- This is a combined synopsis/solicitation for commercial items issued using Federal Acquisition Regulation (FAR) Part 12 and FAR Subpart 13.5�s procedures and prepared in accordance with the format in FAR Subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. This solicitation document, and incorporated provisions and clauses, are those in effect through Federal Acquisition Circular 2020-08 (effective July 14, 2020). This document is issued as a Request for Quote (RFQ), number M95494-20-Q-0026. This solicitation is for the establishment of an Indefinite Delivery, Indefinite Quantity Contract and one initial task order for�(a) licenses or access to Supply Chain Design, Modeling, Simulation, and Optimization technology; (b) develop training; and (c) provide professional services through the employment of Supply Chain Design, Modeling, Simulation, and Optimization technology. These services are for the U.S. Marine Corps, Deputy Commandant for Installations & Logistics (DC I&L), Logistics Plans, Policies and Strategic Mobility Division�s (LP). See the attachments to this notice for the�solicitation and the solicitation attachments.�These documents contain all information for this contract opportunity. Update #1 - 8/18/2020: The attachment titled ""M95494-20-Q-0026"" has a reference to ""OASIS."" This reference is incorrect and will be removed in a forthcoming amendment. This solicitation is not issued under a pre-existing contract vehicle.� Update #2�- 8/25/2020: The attachment titled ""Questions and Answers Document No. 1"" is added to this contract opportunity. This document answers all questions submitted for this contract opportunity. The Government anticipates issuing minor changes to this opportunity on 8/26/2020.� Update #3 - 8/26/2020: This update�replaces two of the solicitation�s attachments and adds a new attachment to the solicitation. The latest version of these attachments must be used for the preparation�of quotes. A summary of the changes are provided as follows: The attachment titled ""M95494-20-Q-0026"" is hereby replaced in its entirety. Changes from the prior version of this document�are shown in the track changes to include a change that extends the deadline for quotes by one day. RFQ Attachment Four (Form DD 254) is replaced with an updated attachment. RFQ Attachment Five� (Applying the CPFR Model to the Marine Corps Supply Chain (Excerpt)) is added to the solicitation. This attachment is added as reference material as indicated in the answer to Question 24 from the attachment titled�""Questions and Answers Document No. 1."" Although Question 24 references ""page 48,"" page 48 will not be provided as the excerpt provided in RFQ Attachment Five is determined to answer said question. Update #4�- 9/4/2020: This update re-opens the solicitation and replaces one of the solicitation�s attachments. Any Offeror�that has submitted a quote will have to re-submit an updated quote�prior to the new deadline for quotations. The latest version of these attachments must be used for the preparation�of quotes. �A summary of the changes are provided as follows: The attachment titled ""M95494-20-Q-0026"" is hereby replaced in its entirety. Changes from the prior version of this document�are shown in the track changes to include a change that extends the deadline for quotes. The changes�may contradict one or more answers provided in the issued Questions and Answers Document No. 1; however, the�changes in the updated attachment M95494-20-Q-0026 take precedence as they reflect the latest Government requirement, namely the change that the Government has removed FedRAMP compliance as a requirement for Task Order 0001.�
