- 75H70121R00001 Sources Sought PURPOSE: This is a SOURCES SOUGHT SYNOPSIS ONLY.� The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of firms, including Large Businesses and Small Businesses with socio-economic set-asides.�� ��� NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS SYNOPSIS. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNPOSIS. Respondents will NOT be notified of the results of this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requested.� Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future solicitation. The government is seeking firms under the North America Industry Classification System Code (NAICS) 511210, Software Publishers, with a size standard of $38.5 million. DESCRIPTION/SCOPE OF WORK/PERFORMANCE WORK STATEMENT: The Indian Health Service (IHS) mission is to raise the physical, mental, social, and spiritual health of American Indians and Alaska natives to the highest level.� This includes providing direct medical care and well as preventative health support through a variety of programs.� GIS within IHS is still in its infancy.� The IHS through the Office of Environmental Health and Engineering (OEHE) has implemented a GIS program comprised of an on-premise GIS portal, software subscriptions, and various technical support contracts.� The GIS portal is shared with several other IHS programs to collect and share data. � In addition, the current GIS platform is used to support the publically available Find Healthcare web application and several internal/external COVID-19 workflows and agency data collection and reporting requirements. The existing GIS platform is operational and supports basic needs and services but requires annual license renewals and ongoing platform reviews and recommendations to ensure continual operations. The purpose of the proposed requirement is to provide professional, technical and training services to ensure the existing GIS infrastructure remains supported, maintained and up to date, users are trained as needed and maintain current and future licensing needs. **The current license is ArcGIS Enterprise Creator Term License and IHS is SEEKING VENDORS who support and provide these licenses AND/OR equivalent GIS platforms with comparable features and support.** NOTE: Paragraphs 1 � 6 below are a SAMPLE of the Professional & Technical Support Services IHS will be seeking.� This sample provides what IHS has contracted in the past however does not represent solely what IHS is currently looking for.� IHS is seeking vendors and/or alternatives that are capable of providing: 1. Requirements Overview:� Account Planning Session and Technical Work Plan: The vendor shall schedule and complete a comprehensive account planning session and technical work plan within one month of award of contract. The work plan shall include all requirements identified within the PWS. 2. Requirements Overview:� System Health Check: 2.1. Goals: The primary goals/objectives of the system health check are to be proactive and analyze usage/activity, review the production and development environments to ensure the GIS platforms are operating at maximum capacity, with latest software versions and are positioned for maximum usage. This shall be coordinated and performed at the direction of the Contracting Officer Representative (COR). Some example activities to include are: Review monitoring and error logs. What system capacity remains or are we reaching? How much more load (e.g., users, applications, data storage capacity) can be applied before upgrades are required? What upgrades can be completed now to reduce system latency and improve performance? What upgrades should be implemented to increase the max capacity to full capacity or 2X capacity? What services are being used the most and how to best optimize? 2.2. Government Furnished Information: The IHS GIS system has a dedicated computer monitoring the GIS server performance.� The vendor shall have access to data from this server to assist in the performance analysis and access to the GIS portal as needed.� The government shall also provide personnel to answer questions on current and projected system use. 3. Requirements Overview:� Technical Advisor Services: Provide technical advisor to serve as the project manager to schedule work, schedule status update meetings, and provide reports.� The project manager shall also submit an initial work plan to the IHS COR that includes a breakdown of each major task, general task workload, and an estimate of credit hours to complete the task.� Additional work plans may be requested to estimate workload and credit use for learning and service activities requested during the contract period performance. 4. Requirements Overview:� Learning and Services: Provide a number of learning and services credits (or similar) to have flexible professional and technical support to assist with a wide variety of support activities such as; implement architecture review report recommendations, provide enterprise support, optimize enterprise applications and services, and/or execute customized JIT one-on-one training support for enterprise portal application implementation, recommend system integrations with other applications, premium support (when needed) at the direction of the COR. Not all of these activities may be authorized. 5. Requirements Overview: Software License Renewals: The licenses below support the current GIS platform architecture and user needs. The need for additional user accounts (ArcGIS Enterprise Creator Term License) are required to support ongoing COVID-19 applications and the increased demand for user requiring access to the mapping portal. Information provided should be equivalent/comparable features and support and any differences from ArcGIS. 4. General Business Information: Provide general information about your business, to include any relevant information pertaining to the requirement. 5.�Experience/Past Performance: Submit at least two (2) but no more than five (5) of similar projects completed within the last ten (10) years that are relevant to the work that will be required under this project. Firms shall include the following information: a. Indicate whether Prime Contractor or Subcontractor for each project submitted; b. Dates for each project submitted; c. Contract value, location, completion date, and complexity of job for each project submitted; d. Indicate whether the project is a federal, state, tribal or other for each project submitted; and e. Project references/Agency point of contact (telephone number and e-mail address) for each project submitted.
