- Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Combustion Research and Flow Technology, Inc. (CRAFT Tech), 6210 Kellers Church Rd., Pipersville, PA 18947 as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be to purchase the following product/services: Continuation of previous project that was focused on the design of an acoustic phased array for localizing sources of sound within a stream channel. Contracted scientist who is experienced with acoustic phased-array design, construction, and signal processing.� They must be able to advice on the construction of the array, assist with testing and data collection, and then perform data analysis to determine if the array can localize sound sources underwater. In previous work, Dr. Praveen Panickar of CRAFT Tech, Inc. designed a phased-array for detecting the direction and distance of gravel impacts in a flowing stream.� It is imperative that Dr. Panickar continues to work with us on the development and testing of the phased-array system that he designed.� If he does not, we will lose access to his valuable experience in the field of phased-array design and data processing.� Since he designed the array, he needs to be part of the construction and testing phases, especially since this technology has never been applied in this way before. The contractor is the only provider of the required product/service. The Government intends to award a firm fixed price Purchase Order on or about September 10 ,2020, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, September 9, 2020. Information received will be considered solely for determining whether to conduct a competitive procurement.
