Description
Self-Contained Aboveground Tanks Statement of Work (SOW) This Statement of Work (SOW) defines the scope for building and delivering a government owned vehicle (GOV) service station Al Jaber Air Base, Kuwait.� As used throughout this SOW, the term �Contractor� refers to the prime contractor to whom this Purchase Order is awarded. WARRANTY: Upon completion and acceptance of the project, the Contractor shall warranty work against defects in workmanship for a period of one year from date of final acceptance. SPECIFICATIONS The Contractor shall build and deliver Four (4) Self Contained Aboveground Tanks with Fuel Dispensers and Account Data Collection System (Fuels Master�a Syntech Systems Product) to Al Jaber Air Base, Kuwait. Each of the four (4) Self Contained Aboveground Tanks will be Fireguard 12,000 gallon double wall tanks on saddles with new single-hose commercially available dispensers, including the following functionality / features at minimum (all components, features, and tank will come prefabricated ready to be fully operational upon delivery with minimal connections [i.e. power and fuel hoses]): Two (2) tanks will be required for automotive gasoline and two (2) for diesel fuel; The dispensers and all components shall be constructed of marine grade and quality materials capable of withstanding high humidity and heat environment of Kuwait; Non-self-contained electric motors and pumping units; Individual meters for each dispensing hose; Lockout capability at each dispensing hose; Inline filtration system capable of sediment removal to 10 mg/l or less; Breakaway device on each hose, designed to retain liquid on both sides of the breakaway point; Sized for passenger vehicle fuel servicing (10 gallons per minute issue flow rate).� For proposal costing purposes, assume that all dispensers will be for passenger vehicles; 208-220 single phase 10 amp per tank; Weather overhang covering Fuels Master and fuels dispenser; 3� Stack Vent (12� above grade); 2� 918 Clock Gauge (read in inches to nearest 1/8 inch) with alarm & standard float for accurate fuel level reading; UL (Underwriters Laboratories) listed fill box for secondary containment; 1� Automatic Shutoff Nozzle, Swivel, and Breakaway ; 18� x 1� Hose and 12� Jumper Hose; 3/4 Horsepower Pump Assembly; Dispenser Single Hose/Single Product with 100:1 Pulsar; Interstitial Leak Gauge and audible alarm; Emergency Shutoff Valve (Shear Valve); Overfill Prevention Valve w/ test mechanism; 4� Ground Level Fill camlock connection; 18� Manway for easy inner tank accessibility; Ladder with Safety Shield and hand rails for fill box; UL 2085 Labeled & Listed; Steel Thickness 1/4� Shell & 5/16� Head; Touch-up paint, Tank Decal Kit, & Owner�s Manual; Provided certified strapping charts (in gallons) to the nearest 1/8 inch intervals; As the service station is unmanned, each dispenser shall be equipped with an inventory control system, following the requirements of UFC 3 460 01 and DLA Energy-P-5.� The current system is equipped with a Syn-Tech FuelMaster Unit (FMU) system enabled with Vehicle Identification Link (VIL) keys and manually connected via an Ethernet cable for downloading and uploading data;� Ensure that all electrical work, including electrical equipment, motors, and wiring, are in accordance with all requirements of NFPA 70, UFC 3-460-01, 3-460-03, and UFGS 26 20 00, as applicable; Delivery to Al Jaber Air Base, Kuwait with access to the base in accordance with local installation access guidance.
