- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 08, Bay Pines Veterans Affairs Healthcare System (BPVAHCS), Geriatrics and Extended Care Department located at 10000 Bay Pines Blvd, Bay Pines, Florida 33744 requires a contract for Community Nursing Homes (CNH) Services. Department of Veterans Affairs (VA) Network Contracting Office (NCO) 8 intends to accomplish a non-competitive, fixed price with economic price adjustment, indefinite-delivery-indefinite-quantity contract for the required services with Orchid Cove Sarasota, located at 4602 Northgate Court, Sarasota, Florida, 34234. There is currently seven (7) veterans at the facility, and the current contract will expire on September 30, 2020. This procurement is being conducted in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance is anticipated to be from October 01, 2020 through March 31, 2021. A determination not to compete this requirement is solely within the discretion of the Government. As prescribed in Veteran Health Administration (VHA) Community Nursing Home (CNH) program is governed by Veteran Health Administration (VHA) Notice 2019-22, Community Nursing Home Program. This Notice address eligibility, inpatient respite care, extended care copayment, quality expectations, coordination and CNH certification report. For more than 35 years the CNH Program has maintained two cornerstones: some level of patient choice in choosing a nursing home close to the veteran s home and family , and a unique approach to local oversight of CNHs. In light of this Program, the VA does not intend to move the Veterans or disrupt their care. A Justification and Approval (J&A) will be properly executed and will be posted to https://beta.sam.gov as required by Federal Acquisition Regulation (FAR) 6.305. In accordance with FAR 52.204-7, System for Award Management (SAM), prospective contractors must be registered in SAM to be eligible for award. SAM registration is required under the applicable North American Industry Classification System (NAICS) Code. Contractors may obtain SAM information at https://www.beta.sam.gov. Registration is free and potential offerors are encouraged to visit the SAM website as a contract cannot be awarded to any offeror not registered in SAM. The NAICS Code for this procurement is 6231100, Nursing Care Facilities (Skilled Nursing Facilities). The Product Service Code (PSC) is Q402, Medical - Nursing Home Care Contracts. The Business Size Standard is $30 million dollars. The Department of Veterans Affairs will only consider proposals from responsible contractors who are licensed by their respective State and who are Medicaid qualified.
