Description
Notice of Intent Sole Source- ESRI. The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) award to ESRI. Address: 380 New York Street; Redlands, California� 92373-8100 This procurement is being conducted under simplified acquisition procedures in accordance with FAR parts 12 and 13. The purpose of the acquisition is to procure technical support services for converting International Ice Patrol�s Iceberg Analysis & Prediction System (BAPS) to migrate the existing software to a new operating environment with new servers and database.� Existing C++ coded scripts will be updated to Python code.� The work will also enhance user interface functions for iceberg database management and flight planning.� The U.S. Coast Guard (USCG) International Ice Patrol (IIP) operates the Iceberg Analysis & Prediction System (BAPS) to model iceberg locations in the North Atlantic Ocean and create iceberg warning products for the maritime community, to satisfy international obligations under 46 U.S.C. 80301. The BAPS user interface is a custom extension and toolbar in ESRI ArcGIS Desktop Advanced version 10.5. While the Geographic Information System (GIS) user interface was updated in 2013, the BAPS architecture and custom data-server software were developed in the 1990's and have reached their end of lifecycle. The transition of BAPS to a new server environment will allow seamless collaboration in iceberg warning products with IIP�s North American Ice Service (NAIS) partners. The NAIS is a collaborative agreement between IIP, US National/Naval Ice Center (USNIC) in Suitland, Maryland and the Canadian Ice Service (CIS) in Ottawa, Canada. NAIS partners also operate analogous ice management systems using ESRI ArcGIS software. This action is being taken in accordance with FAR 13.106-1(b). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� The Government does not intend to pay for information provided in response to this notice. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.� All responses shall be submitted to the Contract Specialist, Marcus Prior via email to marcus.a.prior@uscg.mil �by 12:00 PM EST on September 9, 2020 reference no. 70Z02320QMIP08500.� As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
