- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order for services with Agilent Technologies Inc., Santa Clara, CA 95051, for the purpose of servicing of Agilent instrumentation at multiple locations.� To ensure that the Agilent instrumentation continues to function as it should, the managing entity of the FBI requires the instruments be subject to preventative maintenance service on an annual basis. This service contract will cover that maintenance. In addition, the contract will cover any service that is needed due to unforeseen malfunction during the period of performance (9/25/2020 � 9/24/2021). Lastly, it includes all software updates released during the period of performance.� The Agilent instrumentation herein is manufactured by Agilent Technologies Inc. Agilent Technologies Inc. owns the proprietary rights to the Agilent instrumentation. Agilent Technologies is uniquely qualified to perform all serving aspects required as per this contract action.� Full service as required is not available on the commercial market and, as manufacturer, service by Agilent Technologies Inc. ensures replacement of any instrumentation that they cannot repair.� Agilent Technologies is the sole manufacturer of the Agilent instrumentation and is the only entity capable of performing the full-service spectrum required. Furthermore, Agilent Technologies is the exclusive distributor for these products, and is the sole source for full support, maintenance, training, and updates. Portions of the products are protected by trade secrets and are unique to Agilent. Agilent Technologies is sole provider of needed services. �� The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Randall B. Bradford via email only at RBBradford@fbi.gov, no later than 1:00pm (Central) on Friday, September 11�, 2020.� Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
