Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2020-05 31 Aug 2020.� The Request for Quote for this requirement is W56ZTN-20-Q-0005.� This requirement is being competed as Open Market � Purchase of Brand Name Only � Oracle Software Licenses.� The associated North American Industry Classification System (NAICS) Code 511210 which has a business size standard of 500 employees.� The Government contemplates the award of a Firm-Fixed Price (FFP) purchase order in accordance with in accordance FAR 15.101 � Best Value. Description of Requirement: �ORACLE Database Enterprise Edition, Version 12c and related annual Software Update License and Support for one year. The database will be used to maintain spatial information used by the Geographic Information System (GIS) team to provide maps and other critical information, essential to the Aberdeen Proving Ground 911 Call Center and the Emergency Operation Command Center. In addition, the database supports the Master Planning & Real Property Division, Engineering and Construction Division to the Maintenance Division when siting projects, managing Garrison assets, developing construction plans and maintenance Garrison infrastructure. The ORACLE Software is required to meet the NETCOM and ARCYBER Requirements to upgrade all servers and systems to ensure data integrity and security. The following factors shall be used to evaluate offers: Technical Capability � An authorized licensed Vendor to sell ORACLE Database Software Support.� Shall provide proof of Licenses from ORACLE to sell. Past Performance - Provide two previous customer�s name, address, email address, and phone number who has previously purchased the same services contained herein within the past two years from this date of this request for quote. Price � Above evaluation factors are in descending order of importance.� However, Technical and past performance when combined are significantly more important than cost or price in accordance with in accordance with FAR 15.304. � (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). � (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
