- Description
- The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to Applied Research Associates Inc. for IWR Regulatory In-Lieu fee and Bank Information Tracking System (RIBITS) an Oracle Web application used to track mitigation bank and in-lieu fee (ILF) Tool. Maintenance will be needed for systems, Regulatory Project data management known as Operations and Maintenance Business Information Link Regulatory Module 2 (ORM2) mitigation bank, and ILF program sponsors. RIBITS provides users, regulators, state/federal agencies, and the general public with comprehensive information on 3rd party mitigation operations. Provider contact information is also included. Information can be sought through a number of web services. RIBITS resides on Amazon Relational Database Service (Amazon RDS) in the cloud. RIBITS provides structured data on mitigation banks and ILF programs (name location, service area, status, credit availability, etc.) in response to real time queries from the Corps Regulatory project data management system (ORM2). This data enables Corps regulators to select specific mitigation banks or ILFs to be used to provide compensatory mitigation for permits and to close out actions in ORM. The ability to modify the database or upload data (i.e. ledger transactions, documents, etc.) is determined by national and district level administrators who can grant user access permissions based upon role (i.e. Bank Manager, IRT Member, Bank POC). RIBITS can be accessed through its home page at https://ribits.ops.usace.army.mil. The contractor will be tasked with operations, maintenance, minor enhancements to RIBITS, and for implementing a number of system modifications. The required work will include updating component software applications, troubleshooting operational issues, making minor system enhancements to facilitate operations, assisting system users, and developing, testing, and implementing modifications for certain system users.
