Description
SPECIAL NOTICE: The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting proposals for the Joint Operations Mission and Planning Center (JOMPC) project at Scott Air Force Base, Illinois. As part of the construction contract solicitation, the USACE intends to include the following sole source requirements: HVAC Chillers � The HVAC chillers is proposed for brand name sole sourcing to Trane. The Air Force has implemented installation standardization of HVAC chiller manufacturers to reduce training costs of Air Force repair/maintenance staff and to increase overall performance efficiencies. No other HVAC chiller satisfies the technical requirements of the project and Air Force�s requirement to achieve cost savings in training expenses and efficiency improvements in mission performance. HVAC Controls and Monitoring System � The HVAC controls and monitoring system is proposed for brand name sole sourcing to Johnson Controls. Scott AFB uses an integrated system compromised of Johnson Control monitoring equipment that this facility will integrate into upon completion of the project. This integration requires a compatible system to be installed and the Johnson Controls system is the only compatible component. Condensing Boilers � The condensing boilers are proposed for brand name sole sourcing to Lochinvar Condensing Boilers. The Lochinvar Condensing boiler is used across the installation.� The service contract maintenance providers have access to a stockpile parts and electronic board interchanges for this boiler and substantial savings are realized by avoiding use of a different boiler with different maintenance requirements. Fire Monitoring System � The fire monitoring system is proposed for brand name sole sourcing to Monaco Enterprises Incorporated (MEI). MEI is the original manufacturer and service provider for the fire, security, and life safety equipment and services currently in use at Scott AFB. These systems are primarily comprised of proprietary software developed by MEI and MEI licensed vendors, which is then licensed directly to our end users. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment. No other manufacturer/system can communicate with the MEI system currently in use on Scott AFB. Security System � The security system is proposed for brand name sole sourcing to Honeywell Vindicator Security System. Vindicator system is the only IDS/ACS alarm system that is authorized to be used on Scott AFB and no other system will be certified by this office (per Program Manager, Electronic Security System). AFI 31-101 does not specify a particular alarm system that has to be used, however no other alarm system is compatible with Vindicator. Due to this, if a facility is to maintain required physical security contingencies, Vindicator is what has to be used. Security Camera System � The security camera system is proposed for brand name sole sourcing to Bosch Security Cameras. Scott AFB Security Forces utilize Bosch software to manage cameras and maintain security vigilance. Because the software that Security Forces runs for the camera server is Bosch, any camera that is installed and connected to Security Forces for monitoring also needs to be Bosch compatible with the Bosch software. To keep uniform with other buildings on base and to receive central monitoring by Security Forces, Bosch will be utilized. Fiber Optic Systems � Air blown fiber optic systems are proposed for brand name sole sourcing to Dura-Line FuturePath eABF fiber products. Air blown fiber optic systems have become the base standard but not all systems are compatible.� Current installed systems around the entire installation are DuraLine ducts and fiber.� With the procurement of Dura-Line FuturePath eABF fiber products, the installation will be able to tie into the existing installation infrastructure with compatible products. Water and Sanitary Sewer Utility Services � American Water Military Services Group is the only provider of water and sanitary sewer utility services in the vicinity on Scott Air Force Base, Illinois. Electric and Gas Utility Services � Ameren Illinois is the only provider of electric and natural gas utility services in the vicinity of Scott Air Force Base, Illinois.
