Description: � Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with MicroFab Technologies Inc, 1104 Summit Ave, Ste 110, Plano, TX 75074.� �The requirement is provide the system one JetLab Printer System and optional associated equipment for forensic casework. This instrument is needed for specific operations of existing instrument and ensure continuity of operations. Salient Characteristics: Laboratory Grade Research Printer The Office of the Chief Scientist (OCS), Office of Quality, Initiatives, and Training OQIT), Defense Forensics Science Center (DFSC), requires a laboratory grade research printer for the furtherance of the conduct of research projects. The salient characteristics of the research printer required by the OCS are as follows: Seeking the brand name Microfab JL4-xl-A printing system or equal.� The JL4-xl-A printing system, 210x260mm substrate size with positional accuracy and repeatability (25 �m / 5 �m) meets the needs of the OCS.� Included with the printer system is a CCD camera & optics and synchronous LED illumination for drop observation; integrated JetDrive III controller with Level 02 firmware; burst and continuous mode operation; 12 point arbitrary waveform; Panel PC with Windows 7; Ethernet, RS-232 port, USB port, DVD-RW; Jetlab system control program; Print-on-the-Fly and Point-to-Point printing modules; 3-axes simultaneous curvilinear printing; Raster & vector printing modes; Complex Print job definition through scripting; software based alignment and rotation correction; and Single channel of manual three-state pneumatic controls.� Included with the JL4-xl-A printing system is the PH-46-LG2-AT-ST1-H Four Fluid Printhead assembly; populated 2 fluid channels, each with 20 mL reservoirs; one channel with stirring option; and heated device holder block option (to 50 degrees Celsius.� Four MJ-AT-01-xxx Threaded fitting micro dispensing device; xxx = diameter orifice in microns, 30-80 �m. A C-04x-20-FC Fluid Channel replacement: tubing, one end Minstac, end-cap with two holes and O-ring (EDPM o-ring standard, other materials available); one 20 mL bottle; tubing union; push to connect pneumatic fitting.� A C-04X-20 Five (5) 20 Ml capacity glass reservoirs with caps.� AVS-4 Vertical optics assembly for substrate fiducial recognition and print inspection.� A ZS-01 Motorized Z-stage option.� A PL-V-4XL Vacuum platen.� A T-01 Temperature controllers for PH-46 printhead, integrated. A CP-01 additional pneumatics control channels, integrated. A MX-J eight channel output, relay board for multiplexed PH-46 printhead and computer controlled pneumatics (integrated). A CT-VC-core runtime version of Aphelion image analysis software and custom image analysis routines.� Includes drop analysis routines.� On-site installation, training, and process development assistance for two days.� A standard one year warrant plus an additional two years extended warranty available at the time of purchase only, and shipping to the DFSC. The laboratory printing system is required to print images that are comparable in size (area) and resolution of the features of fingerprints. Printing accuracy: +/- 25 �m; repeatability: +/- 5�m; horizontal camera for set up and alignment; printable area: 16 cm x 12 cam; power: 120V, 6A, 50-60 Hz; ability to adjust Print Head vertically; ability to print on multiple substrates (paper, glass, tape, plastic wrappers); software based print set up and control; ability to control drop parameters: diameter, velocity and trajectory angle; ability to dispense biological cells containing DNA; ability to dispense various suspensions in a range of solvents; and the availability to purchase and easily change multiple print heads that may vary by application. The NAICS code is 334516. The authority for this non-competitive award is 10 USC 2304(c) (1), Only One Responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 0700 am EST,� 11 September 2020 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. � �
