Description
The U.S. Army Contracting Command - Orlando intends to issue a Request for Proposal (RFP) for the Security Assistance Team Training Orientation Course (SATTOC).� The objective of the acquisition is to provide the United States Army Security Assistance Training Management Organization (USASATMO) with a contract mechanism that procures reoccurring SATTOC training, which prepares military, Department of Defense and contracted personnel for Security Assistance Team missions world-wide. SATTOC incorporates primary elements of the U.S. State Department�s Foreign Affairs Counter Threat course. The focus of the training is on Anti-Terrorism/Force Protection and Survival, Evasion, Resistance, and Escape tactics, techniques, and procedures. The current global threat situation requires effective pre-mission training to ensure deployed personnel are fully prepared to protect themselves and function in their Outside-The-Continental-United States environment. Throughout the world, kidnappings and assassinations are increasingly more popular as terrorist preferred method of operation. To meet the ever-changing challenges of the 21st Century on a global scale, USASATMO addresses the diverse educational, geographic and cultural background requirements through SATTOC. SATTOC gives personnel the ability to live and work in any country in the world, including those with unstable governments or infrastructures, or both, and to integrate safely into a culturally diverse environment. The SATTOC Training procurement will be competed amongst service-disabled veteran-owned small business in accordance with Federal Acquisition Regulation 19.405(b).� The North American Industry Classification System Code for this effort is 611699, All Other Miscellaneous Schools and Instruction. The forthcoming solicitation will result in the award of a single award Indefinite-Delivery/Indefinite-Quantity contract comprised of Firm-Fixed-Price contract line item numbers (FAR 16.5). The Government may provide a pre-release of the Statement of Work with the draft RFP.� Once the final RFP is issued, the offerors will have sufficient time to submit written proposals. Note: The RFP number may change based on the release of the final RFP. The US Army Contracting Command Orlando Contracting Center anticipates issuing the Draft RFP electronically via the Beta SAM website (https://beta.sam.gov/) in September 2020.
