Description
PRE-SOLICITATION NOTICE: This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. � The intent of this pre-solicitation synopsis is to notify potential offerors of a Design-Build and Design-Bid-Build (DB/DBB) Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for construction projects primarily in Rota, Spain. Construction projects to be performed under the MACC will primarily consist of general building type projects and may be either DBB or DB.� The need is to assist in execution of U.S. Military Construction (MILCON) projects. This MACC will encompass a wide range of construction projects. General construction of DB and DBB projects include, but are not limited to new construction, demolition, repair, alteration, and renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, fire protection, and communication systems. Types of projects may include administrative, airfields, administrative, industrial, infrastructure, maintenance, warehouses, hangars, communications, personnel support, recreation, lodging, dormitory, medical, training, ranges, roads, etc. in support of projects in the Rota, Spain region or may be required in other areas responsibility of NAVFAC EURAFCENT.� Work may be required in other areas in the area of responsibility of NAVFAC Atlantic if deemed necessary and approved by the NAVFAC Atlantic Chief of the Contracting Office.� The Government intends to award approximately five (5) separate contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value utilizing trade-off procedures after evaluation in accordance with the factors in the solicitation. The duration of the contract(s) is for one (1) year from the date of contract award with seven (7) one-year option periods. The total eight-year (base and seven one-year options) estimated construction cost for all contracts is not to exceed $500,000,000 for the life of the contract. Projects for the MACC have an estimated construction cost between $8,000,000 and $50,000,000; however, smaller and larger dollar value projects may be considered at the discretion of the Contracting Officer. The NAICS Code for this procurement is 236220 with a small business size standard of $39.5 Million. The Government guarantees an award amount of $10,000 to each successful offeror over the full term of the contract, including option years.� Individual projects task orders will be established to meet customer requirements with independent completion dates, Certificates of Classifications and liquidated damages, if required.� The proposed initial (seed) project, intended to be awarded as the first task order will be: � P811, Design-Bid-Build Port Operations Facilities, Naval Station Rota, Spain. P-811 Port Operations Facilities will construct a new Facility to serve as a consolidated compound for intermodal management and port operations at Naval Station Rota, Spain. The project includes all supervision, equipment, material, and labor to construct. The building will accommodate a small craft maintenance high bay area, workshops, storage areas, oil spill response area, hazardous supply and hazardous waste storage area. The statutory cost limitation for this project is $21,590,000.00. The completion date for the seed project is expected to be 903 days from the notice to proceed.� The drawings and specifications for this project will be posted with the solicitation and are not available at this time.� Site Visit Information: A tentative site visit to Naval Station, Rota, Spain will be provided in the solicitation for this procurement. The solicitation is to be open to the public and anticipated to be limited to 45 days. Competition Requirements: The proposed contracts will be procured through Unrestricted Full and Open competition. Source Selection Process: This is a one phase source selection procurement requiring BOTH non-price (Technical and Past Performance) and price proposals, and will utilize the best value continuum source selection procedures in accordance with FAR Subpart 15. Type of Contract:� Firm Fixed Price, IDIQ� BONDING: This contract will require a Payment and Performance Bond pursuant to Federal Acquisition Regulation (FAR) 52.228-15 through an approved surety under the United States Treasury Department Circular 570. Based on the feasibility of a contractor to furnish a Performance Bond, offerors may provide a Performance Guarantee Letter in lieu of a Payment and Performance Bond. CERTIFICATE OF CLASSIFICATION: This solicitation will require Offerors to hold, at the time of proposal submission, an updated Certificate of Classification issued by the �Registro Oficial de Contratistas de Obras� of the �Ministerio de Industria y Energia� that meets or exceed the Groups, Subgroups, and Categories as deemed appropriate for the P811 Seed Project. An official certified copy of the Certificate of Classification must be included with the initial seed project proposal and may be required with subsequent solicitation task order proposal packages. Please note that with each solicitation, if determined necessary the category definition WILL VARY as deemed appropriate by solicitation project scope.� The solicitation will be formatted as an RFP in accordance with the requirements designated by FAR 15.203 for a negotiated procurement utilizing the One Phase Design-Bid-Build procedures of FAR 36.2. This method permits evaluation of proposals based on price competition, technical merits and other factors; permits impartial and comprehensive evaluation of offerors� proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. The Government intends to issue the solicitation on the Contract Opportunities website at https://beta.sam.gov solicitation number as N62470-20-R-4011. Notices, amendments, and responses to pre-proposal inquiries will also be posted on the website. It is the offeror�s responsibility to check the website frequently for any amendments to the solicitation. IMPORTANT NOTICE: All prospective offerors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information capabilities and financial information to the Government. The SAM website can be accessed at https://www.sam.gov Reference is made to FAR Clause 52.204-7, System for Award Management. Prospective Offerors are encouraged to register as soon as possible. All new contract awards can ONLY be made to contractors who are registered in SAM. This requirement will apply to all solicitations and award, regardless of the media used.
