SOURCES SOUGHT NOTICE THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Sources Sought synopsis only. Questions shall be submitted by email to Darian.Fludd@va.gov. This notice is for planning purpose only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. This Sources Sought is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes. Introduction This Sources Sought Notice provides the opportunity for interested parties to submit Statements of Capabilities to the U.S. Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM) to update the VA Signage Design Guide. The VA Signage Design Guide dated October 2012 was completed by the Facilities Standards Service, Office of Facilities Planning, in the Office of Construction & Facilities Management (CFM). This document updates the previous Signage Design Guide published in August 2005, which was, in turn, an update of the Environmental Graphics Design Program Guide published in September 1996. Revisions are a result of regulatory changes, expansion and growth of VA facilities, procedural changes, new products, new manufacturing techniques and materials, and practical knowledge gained from field experience. The Design Guide provides guidelines for the design of interior and exterior signs and signage programs to aid visitors as they approach VA properties, and locate parking lots and garages, buildings, and services. The guide represents a collaborative effort, with input from VAMC and VISN officials, NCA and VBA administrative staff, and VACO program staff with expertise in design, fire and life safety, security, and law enforcement. The Update VA Signage Design Guide follows a number of previous revisions to the Design Guide (DG) first published in February 2005. This DG will amend + expand information and suggestions for the development of signage programs for the various types of VA facilities + campuses. The Guide will document details for development of signage systems to assist VA customers and staff as they approach VA properties + locate specific buildings and services. This proposed update of the VA Signage DG will incorporate revisions that are a result of new sign products, new sign manufacturing techniques and materials, emerging technologies specifically related wayfinding + signage, regulatory changes, adaptations for new + expanded facilities, procedural changes, current trends in wayfinding + signage, + practical knowledge gained from field experience. The update will encourage continued collaboration among healthcare facility administrators + VACO Program Officials including designers, fire and safety, security and law enforcement serving the Veterans Health Administration (VHA), National Cemetery Administration (NCA), and Veterans Benefits Administration (VBA). The 2020 Update may have new sections to assist VA facilities contemplating a range of projects from small room renumbering programs to a complete revision of their existing signage VA Market Research Guide for Acquisition Teams systems. Any new sections will be designed to inform + educate program officials, designers, + planners in identifying the need for a signage program, as well as steps to take in interviewing + selecting a qualified environmental graphic design firm. This proposed project will revise, as appropriate, the existing DG to improve identification + wayfinding for the wide range of VA buildings + services, including surface parkin + parking structures, + service-related needs. VA is particularly interested in emerging technologies to improve wayfinding + identification of services for all types of VA facilities. Statement of Capability Content and Instructions The response need not follow any specific format; however, it must be complete and accurate, provide strong support for feasibility, and reflect a realistic understanding of Facilities Standards Revision & Update Design Guide, and Interior Design Consulting Services. Statement of Capability should include the following: Proposer Identification and References: Provide full identification of the organization or person(s) responsible for the Statement of Capability, including names, addresses and phone numbers of two personal and two professional references. List if your company size standard; for example, SDVOSB, VOSB, WOSB etc. List of Proposed prime Contractor and subcontractors, including detailed information on the experience Research and Development Facilities Standards Revision & Update Design Guide services. If significant subcontracting or teaming is anticipated in order to deliver technical capability and scale, organizations should address the administrative and management structure of such arrangements.
