Description
This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 611699. The Small Business size standard for this NAICS code is $11,000,000. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Hurlburt Field, FL, is conducting market research to determine the existence of potential sources to provide an advanced, multi-discipline combat medical training course with an intense immersion program of instruction. The course shall be structured to provide additional attention to junior personnel, who may need further instruction to overcome basic challenges allowing for successful integration alongside more experienced peers. This course will encompass proven tactics, techniques, and procedures that promote mission success and survivability under stress induced tactical situations. This outsourced training will include every aspect of latest Tactical Combat Casualty Care (TCCC) guidelines, triage techniques and casualty movement encountered in the evolving, modern battle-space, in order to optimize preparedness for mission execution within diverse operational environments.� . The potential requirement will consist of the contractor providing all of the following qualifications/requirements for the below listed services: Instructor Requirements Pararescueman: The pararescueman shall possess a minimum of 8 years� experience with deployment experience in austere locations (South America, Africa, Mexico, Afghanistan). In addition, the pararescumen shall possess the ability to plan, conduct, and supervise practical exercises of casualty care and rescue and possess effective coaching, mentoring, and critiquing. Finally, the pararescueman shall be certified in the National Registry of Emergency Medical Technicians Paramedic (NREMT-P), or other certified medical professional of the same certification level or greater, as well as have extensive knowledge in the application of these skills in operational environments specific to the Pararescue skill set. Combat Controller: The Combat Controller shall possess a minimum of 8 years� experience with deployment experience in austere locations (South America, Africa, Mexico, Afghanistan). In addition, the Combat Controller shall possess the ability to plan, conduct, and supervise practical exercises of airfield seizure and possess effective coaching, mentoring, and critiquing. The combat controller must have experience as an MQT JTAC. Role Players:� The role players shall have previous military, SWAT or first responder experience to simulate real combat scenarios Facilities Requirements Training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements Training location shall be within 12 hours of JBLM, WA and shall provide all of the consolidated resources (personnel, materials, facilities, ranges and training areas) to enhance the individual and collective casualty care/rescue skills of the personnel being trained.� Special Tactics units may choose the training location based on their mission needs. The contractor�s chosen location shall have a training airfield (approx. 3000 ft x 60 ft) available within the training area The contractor�s chosen location shall have a building that can be used to replicate a small forward operating base. Contractor Materials Requirement Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student. Any required medical supplies, devices and equipment to conduct training. Contractor shall incorporate mannequins that can mimic patient vitals and injury patterns. The contractor shall provide all weapons, ammunition, supplies and materials to be used by instructors and students during training.� Simunition shall be used for these training scenarios. Contractor shall provide all academic course materials for laboratory, classroom, and/or scenario based training. NOTE: Please submit electronic response indicating capability to supply the aforementioned item(s) via line card or published description (no more than 3 pages) as well as POC (name, telephone # and email address) along with contractor's CAGE, DUNS, and the physical location of your facility to the individuals listed within this notice. All work shall be performed at the contractor's facility. This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 1200. CST, 18 September 2020.
