- THIS IS A SOURCES SOUGHT NOTICE. This notice is for planning purposes only and does not obligate the government to award a contract or otherwise pay for the information provided in response. Project Name:� Grappler Police Bumper Vehicle-Borne Vehicle Immobilization Device (GBP) Brief Description:� The GPB is a non-lethal method to arrest fleeing vehicles. It is designed to allow Security Forces (SFS) personnel to safely bring a fleeing vehicle to a stop, without placing officers in the path of the suspect vehicle, and with more control and less risk than a Pursuit Intervention Technique (PIT) maneuver. The GPB attaches to the frame of an SFS vehicle in similar fashion to a push bumper or grill guard. Upon activation of a switch from inside the vehicle, the device lowers an arresting net attached to the SFS vehicle via a releasable tether. The pursuing officer will then contact the rear-most driver�s side tire of a fleeing vehicle with the lowered net. The net is designed to entangle and seize the wheel of the target vehicle, while the pursuing SFS vehicle applies brakes. The tether is designed to allow the SFS vehicle to pull the fleeing vehicle to a controlled stop, despite efforts of continued flight or evasion by the suspect. The tether may be released from the SFS vehicle at any time, should the need arise.
