- Amendment 0001 to this notice is issued in support of the upcoming Stage 2 Offshore Patrol Cutter (OPC) Detail Design and Construction Request for Proposal (RFP). The United States Coast Guard (USCG) has updated the technical library with additional documents for the OPC Stage 2. Interested�Offerors are encouraged to request documents contained within the technical library. This second round of technical library drop contains an updated�statement of work (SOW) in addition to the documents provided during the first technical library drop. Because several of the documents contained within the technical library are subject to International Trafficking in Arms Regulations (ITAR), interested�offerors must submit a valid approved �DD2345 when requesting access to the library document. The documents will only be provided to the data custodian listed on the DD2345. To request the documents, interested offerors should send an email to OPC@uscg.mil providing the information below. After verification of the information provided below, a CD containing technical library files will be mailed to the data custodian.
