- This is a special notice provided for informational purposes only, prepared in accordance with FAR 5.2- Synopses of Proposed Contract Actions. The U.S. Fish & Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Goods and Services Operations located at 911 NE 11th Ave. Portland, OR 97232 plans to issue a single source award in accordance with FAR 13.106-1(b)(1)(i) to BNSF Railway Compay. This contract is for the lease of water rights from BNSF land in Skamania County, Washington. BNSF is the only source of real property in Skamania County that can accommodate the use of water rights to rear salmon and the USFWS owns a fish rearing building at the site. For this reason, it has been determined that BNSF Railway Company is the only vendor able to fulfill these requirements. This notice is not a request for proposal/quote or invitation for bid. A solicitation will not be issued in conjunction with this notice of intent. Any vendor that believes it can provide the proposed services can provide supporting documents demonstrating capability for future reference. The Government is not responsible for any costs incurred in response to this notice.
