Synopsis: Special Notice Announcing Re-competition of the National Cancer Institute�s (NCI) Federally Funded Research and Development Center (FFRDC) contract, formerly the Operations and Technical Support (OTS) for the National Cancer Institute�s Federally Funded Research and Development Center (FFRDC)/Frederick National Laboratory for Cancer Research (FNLCR) Date: 11 September 2020 Purpose: The National Cancer Institute (NCI) is in initial stages of re-competing the NCI FFRDC Contract, formerly the Operations and Technical Support contract for the Frederick National Laboratory for Cancer Research (FNLCR) located in Frederick, Maryland. Prior announcements pertaining to the suspension of the Operations and Technical Support contract are located under notice numbers HHS-NIH-NCI-SN-MOSB-0000-42 and HHS-NIH-NCI-SN-MOSB-0000-42-1. The NCI expects this competitive process to result in a long-term relationship with an entity that will attract high-quality personnel, maintain currency in fields of expertise, and provide a quick and flexible response capability. Entities authorized to operate, manage, or administer an FFRDC include: a university, a consortium of universities, other not-for-profit or nonprofit organizations, industrial firms as autonomous organizations (identified separately from any parent organization), or collaborative industry/academic partnerships. The FNLCR is currently operated by Leidos Biomedical Research, Inc. under Contract No. 75N91019D00024. Background: The FNLCR is a Federally Funded Research and Development Center (FFRDC) which serves as a unique biomedical resource for the development of new technologies and the translation of basic science discoveries into novel agents for the prevention, diagnosis, and treatment of cancer, AIDS, and other diseases. The FFRDC provides rapid response capabilities and one-of-a-kind resources for the biomedical research community within NCI, NIH, and other Federal Agencies. Located in Frederick, Maryland, the FFRDC is a Government-Owned Contractor-Operated (GOCO) research facility with a unique array of research support and advanced technologies, whose purpose is to bridge the gaps from discovery to healthcare delivery; to accelerate the development of new technologies and prototype treatments for patients; and to pave the way for new advances to enter clinical trials for testing, approval, and delivery to patients via the commercial sector.
