Description
The USDA Forest Service, Alaska Region, Tongass National Forest has a requirement to complete timber cruising services on variable radius plots near Ketchikan in Shelter Cove. There is one base item for conventional cruising, and 2 option items for helicopter cruising. This procurement is set-aside for small businesses, and the combined synopsis/solicitation closes at 15:00 local Alaska time on 9/15/2020. For further information, see the attached solicitation and associated specifications and maps. UPDATE 09/11/2020: The system-generated Amendment 001 attached yesterday left out key information, so it has been removed and replaced with the proper Amendment 01, which fully describes the Government furnished information and property. UPDATE 09/10/2020: The solicitation has been Amended. Several additional items are being provided as Government furnished information and property. Further, there is additional information regarding access to the project sites, which does not preclude access. The mainline road, FS #389010290 is currently open all the way to Unit 67. There is a small slide on the road just south of Gunsight Creek which is on the outside edge of the road. The road is still passable by vehicle. The slide will be addressed for road maintenance repair in FY 2021. This road is maintained by the USFS for access during the field season. Winter remnant activities, such as snow removal, is not performedby the Forest Service for any of the roads in the project area. If snow accumulation and persistence is more than anticipated by reasonable parties to the contract, additional time and project schedules maybe adjusted by the Forest Service upon Contractor request. This does not relieve the contractor from due diligence to proceed with project work in areas where snow does not affect access. In addition, the State of Alaska does have an active road construction project connecting Ketchikan to Shelter Cove via the George Inlet section from Leask Lakes area to the USFS road system. The State does allow necessary traffic through the construction zone. FY 2021 may involve the State replacing several log stringer bridges with permanent bridges which may delay access to an unknown degree, but does not bar access entirely. It is advised that contractors should contact the State DOT office in Ketchikan for current road status updates. Traditional access to Shelter Cove via waterborne transportation will be unaffected by this construction activity.
