INTRODUCTION �THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). �The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) on behalf of the Department of Transfusion Medicine (DTM), Clinical Center (CC) at the National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to: HEMA TERRA TECHNOLOGIES LLC 135 2nd Ave North, Suite 5 JACKSONVILLE, FL, 32250-6946 , UNITED STATES NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE �The intended procurement is classified under NAICS code 511210 with a Size Standard $41.5 Million. �REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2020-7, August 31, 2020.� This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold. �STATUTORY AUTHORITY �This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-SimplifiedAcquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. GENERAL INFORMATION 1. Title: HemaTerra HemaConnect License/Maintenance 2. Background Information: The National Institutes of Health (NIH) Blood Bank is managed by the NIH Clinical Center Department of Transfusion Medicine (CC/DTM). The NIH Blood Bank collects blood and blood components for transfusion to NIH patients. The NIH Blood Bank also collects blood components for laboratory use by NIH researchers. The NIH Blood Bank is licensed by the Food and Drug Administration and accredited by the American Association of Blood Banks as a blood donor center and transfusion service. Invita Healthcare Technologies responsibilities to provide implemental donor system to work the existing donor system BBCS for CRM, equipment management quality control and Research product distribution. It requires on going HemaConnect maintenance and support for existing DTM Donor system. 3. Period of Performance: 6 months CONTRACTOR REQUIREMENTS (SCOPE OF WORK) The vendor will provide the following services: Software License maintenance The Vendor shall provide a Change Management Plan to document procedures for additions, deletions and modifications that arise due to unforeseen circumstances. Deliverables: Change control form (CCF) Procedures for Modifications Procedures for Deletions Deliverables must be provided in a timely manner to correlate with the project management plan. Any changes to the deliverables must have prior approval (in writing) by the Department. All deliverables must be submitted in a format approved by the customer/client contract official. At a minimum, the deliverable must be in an industry standard format, - unless otherwise stipulated. If the deliverable cannot be provided within the scheduled time frame, the service provider is required to contact the Department in writing with a reason for the delay and the proposed revised schedule. The request for a revised schedule must include the impact on related tasks and the overall project. A request for a revised schedule must be reviewed and approved by the Department before placed in effect. Contract Terms and Conditions may dictate with holding of costs, and other actions based on the facts related to the request for a revised schedule. � CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION This is a requirement for a maintenance agreement from the publisher of the software. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research. �CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. � A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. �All responses must be received by September 18, 2020, 3:00 PM Eastern time and must reference pre-solicitation number 20-012070.
