- The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm fixed-price contract for the rental of two Automated IHC Stainers , one Automated Special Stainer, supplies and services to Roche Diagnostics Corporation. The contract is expected to be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2. A Justification for Other Than Full and Open Competition has been approved. The anticipated award date is September 18, 2020. The contractor will provide these products to the Histology section of the Pathology and Laboratory Medicine Service (PLMS) at the James H. Quillen VA Medical Center (VAMC) at 809 Lamont Street, Mountain Home, TN 37684. NAICS code: 325413 In-Vitro Diagnostic Substance Manufacturing (SBA Size Standard 1250 Employees) PSC: 6550 This acquisition is for the rental of two Roche-VENTANA BenchMark ULTRA (FS) Immunohistochemical Stainers (IHC Stainers) and one Benchmark Special Stainer for the Histology section of the Pathology and Laboratory Medicine Service (PLMS) at the James H. Quillen VA Medical Center (VAMC) at 809 Lamont Street, Mountain Home, TN 37684. The acquisition includes all reagents, related stains, antibodies, consumables, and associated services, including quarterly decontamination services. The required items and services are necessary to produce quality stained slides, which are evaluated by pathologist and assist in the diagnosis of patients. The equipment currently utilized is near obsolete and will no longer receive maintenance support beginning January 2021. The only vendor capable of fulfilling the requirement in its entirety is Roche Diagnostics Corporation (Roche), a large business and manufacturer of the required equipment. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within three calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE IMMUNOHISTOCHEMICAL (IHC) AND SPECIAL STAINERS in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Darrin Nicholson, Contracting Officer, by email at Darrin.nicholson@va.gov NO LATER THAN 12:00 PM CDT, . The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
