- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees. AFRL requires Super-conducting Nanowire Single Photon Detection (SNSPD) System with the follow specifications: The system, Quantity 1, consists of: Part Number: EOS 820CS, Pt Line Closed Cycle Detector System -4 Pt line fibre coupled superconducting nanowire detectors using self-aligned fiber coupling at 1550 nm -2 Pt line fibre coupled superconducting nanowire detectors using self-aligned fiber coupling at custom wavelength 650 nm -2 Pt line fibre coupled superconducting nanowire detectors using self-aligned fiber coupling at custom wavelength 495 nm -Detection efficiency >85% at 1550 nm and > 75% at 650 nm and 495 nm -Closed-cycle cryostat -Compressors -Argos drivers (8 Channels) -8 channels of electronics for low jitter solution (<25 ps at 1550 nm and <20 ps at 650 nm and 495 nm) -Dedicated driver software -Pfeiffer Vacuum Pump station The Government intends to negotiate a sole source contract with Quantum Design, Inc 10307 Pacific Center Court, San Diego, CA 92121 The Government has determined that no other source has commercial offerings that can meet this requirement of ultra low timing jitter. Low jitter effectively increases the timing resolution of detectors, which is crucial to AFRL experiments.� It is believed that this photon detection system is the only system that can satisfy the requirements of <25 ps at 1550 nm and <20 ps at 650 nm and 495nm jitter timing. If this system is not procured there will be a halt of future experiments for the Government and will cause the inability to meet yearly program milestones. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2020. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation. Notice to Offeror(s):� Funds are not presently available for this effort. No award will be made under this pre-solicitation until funds are available. The Government reserves the right to cancel this pre-solicitation, either before or after the closing date. In the event the Government cancels this pre-solicitation, the Government has no obligation to reimburse an Offeror for any costs.
